The memorial hall of Hebei Shandong Henan border region was founded in April 1998 in Heze City, Shandong Province, and opened in May 2000. It covers an area of 198 mu, with a construction area of more than 11700 square meters and a total investment of more than 40 million yuan. The main building is composed of exhibition hall and panoramic gallery. The exhibition hall is divided into four halls: preface hall and spark hall, bloody Anti Japanese hall, Central Plains hall and revolutionary hall.

It comprehensively and systematically reflects the revolutionary spirit of the party, government, army and people in the Hebei Shandong Henan border region in the 1930s and 1940s. Under the leadership of the Communist Party of China, it is not afraid of sacrifice, going forward one after another, indomitable and courageous. The panoramic picture in the museum is 17 meters high and 123 meters long. Painting, ground shaping, lighting and sound are integrated, which can be rated as the first class in China.

Yang Dezhi, a native of Liling County, Hunan Province, was the acting brigade commander of the 344th brigade of the 115th division of the Eighth Route Army during the Anti Japanese War, commander of the Hebei Shandong Henan detachment and the Hebei Shandong Henan military region, commander of the Shanxi Chahar Hebei field army, commander of the 2nd and 19th corps of the North China Military Region during the liberation war. He participated in and directed the war of resistance against Japan and the war of liberation for many times. After the founding of the people's Republic of China, he repeatedly raised the issue of establishing revolutionary memorial hall in Hebei Shandong Henan border region.

Duan Junyi, during the Anti Japanese War, served as the Secretary of the special committee of the Communist Party of China in the west of Thailand, deputy commander of the independent brigade of the 115th division of the Eighth Route Army of the Party committee of the Western gill area, director of the administrative office of Hebei, Shandong and Henan during the war of liberation, and commander of the general headquarters of the rear combat service of Shanxi, Hebei, Shandong and Henan, was one of the advocates of the construction of the memorial hall.

Zhao Jianmin, born in Guanxian County, Shandong Province, joined the Communist Party of China in 1932. He served successively as secretary of Jinan Market Committee of the Communist Party of China, Secretary of Luxi special committee of the Communist Party of China, deputy secretary of the Party committee of jiluyu district and other important positions. He participated in and directed the battle for many times. On August 1, 1944, he served as the commander-in-chief of jiluyu District detachment in two campaigns to recover Shen county. After Yang Dezhi, he and Duan Junyi visited Hebei, Shandong and Henan for many times to discuss and supervise the construction, which made great contributions to the construction of socialist spiritual civilization and the education of revolutionary tradition.
