Yilan county is located 15 kilometers east of the South Bank of the Songhua River. During the reign of Emperor Guangxu of the Qing Dynasty (1875-1908), the Chinese people fought against the invasion of tsarist Russia and became the witness of the Chinese people's indomitable fight against foreign aggression. In May 1880, the Qing government sent Wu Dazheng, Minister of Jilin border affairs, together with Jilin general Ming'an, to set up the "Suizi first army" in Bayan tonghada, and built five camps, known as Jingbian Houlu camp, commonly known as Jingbian camp. More than 2500 soldiers were stationed. In 1883, the Qing government built a bayantong fort on the Bank of Songhua River, 1.5km northeast of jingbianying, with five Angang cannons. On both sides of the fort, there were six powder depots and ten barracks. In the same year, between the Songhua River and bayantong, a large iron rope was set up to block the river. The platform on the right bank is equipped with a river protection pass. In July of the 26th year of the reign of Emperor Guangxu, the Qing army and the local people of Jingbian camp once dealt a heavy blow to the Tsarist invading army three times, killed the Tsarist Colonel vinikov, the Transport Officer, and destroyed and sank the Tsarist "zibis" and "Odessa". At present, jingbianying remains. Each camp site is roughly square, with a circumference of 480-594 meters. The camp wall is rammed and the residual height is 1.5-4 meters. The four main outposts of the camp are located on the East, South and West Hills respectively. Bayantong fort is made of lime mortar and remains are still in existence.
Later, the Suizi army was changed to Jingbian Houlu camp, and the people were called Jingbian camp from then on. There are four sentries on the top of the four hilltops in the west of the camp. There are horse racing field, customs, husband's house, ghost bridge, execution ground, ghost king temple and other buildings near the camp.
