Yuemei Yule world is located in the back of Yuemei sugar factory, Anmei Road, Houli Township, Taichung County, close to Tai'an rest station, covering an area of about 200 hectares. Yuemei Yule world is a water and land theme park located in Houli Township, Taichung County, Taiwan. It is the first BOT leisure industry development project in Taiwan. Yuemei Yule world, located at 115 Anmei Road, Houli Township, Taichung County, belongs to Taisugar Yuemei farm. In 1989, Taiwan Sugar and the Tourism Bureau of the Ministry of communications jointly completed the "feasibility study report on the development of large-scale Yule district", and selected about 200 hectares of farm land of Taiwan Sugar Yuemei sugar factory as the development base. On February 5, 1996, Changyi established a company (the original name is unknown) as the operator of Yuemei Yule world. On June 27, 1996, the company signed a 50 year development and operation contract with Taiwan sugar. On April 11, 1997, the Ministry of communications examined and approved that the development plan of Yuemei large-scale Yule district is applicable to the regulations on rewarding private participation in transportation construction. On November 5, 1997, the Regional Planning Committee of Taiwan Provincial Government examined and approved the Yuemei Yule world development plan. On June 20, 1998, the Executive Yuan's economic construction committee's medium and long term fund utilization planning and promotion sub committee meeting deliberated and approved the medium and long term fund financing plan of Yuemei Yule world, with the financing amount of NT $12.5 billion. On July 31, 1998, the company changed its name to Yuemei International Development Co., Ltd.

On October 29, 1998, Yuemei company signed a medium - and long-term joint loan contract with the bank group. On December 18, 1998, Yuemei company signed a joint venture contract with Taiwan sugar, and Taiwan Sugar invested NT $600 million. On April 6, 1999, the construction of Houli interchange Road, Yuemei toll station and 500 meter link road in Yuemei amusement park of Taiwan National Highway Bureau of the Ministry of communications started. On May 16, 1999, Yuemei company and Taiwan Sugar signed the contract of setting up the right of land. Yuemei Yule world base sets up the right of land to Yuemei company for a period of 50 years. After the expiration of the contract, Yuemei company has the "priority of lease" and can renew the lease for 20 years. On July 1, 2000, "malawan" opened. On May 25, 2002, the "exploration Park" opened. On August 30, 2002, the liaison road was completed. On December 17, 2002, the link road was opened to traffic.

At the end of 2002, a ticket refund incident broke out in Changyi related enterprises. On April 23, 2003, the stock of Changyi Industrial Co., Ltd., the parent company of Changyi relationship enterprise, was put on the market. In 2006, Yuemei's bad debt was NT $5.829 billion. At the end of 2006, Changyi relationship enterprise withdrew from Yuemei company. At the end of October 2006, Libao construction group obtained all bank claims (about NT $7.5 billion) and 32% equity of Yuemei company with NT $2.07 billion. On the evening of March 14, 2007, Cathay World Bank announced that among the 60 customers with debts of more than NT $100 million, Yuemei company sold bad debts of NT $556.908 million, ranking eighth. On March 15, 2007, the China Development and Industrial Bank announced that it would stay until the end of June 2006
