Independent Commission Against Corruption (ICAC) is an independent law enforcement agency of the Hong Kong Special Administrative Region government. It was established on February 15, 1974 in accordance with the Independent Commission against corruption ordinance of the Governor General of Hong Kong. It aims at combating corruption and upholding integrity. It is implemented in a three pronged manner of prevention, education and investigation. Before its establishment, the anti-corruption Department of the Hong Kong Police Force was responsible for relevant matters. The ICAC's survey was conducted initially for civil servants and then extended to public utilities and all private sectors.
Hong Kong Independent Commission Against Corruption
The Independent Commission Against Corruption (ICAC), formerly known as the Independent Commission Against Corruption (ICAC), was established on February 17, 1974. It is an independent anti-corruption agency separated from all government agencies. It is now renamed "the Independent Commission against corruption of the Hong Kong Special Administrative Region" and consists of the Commissioner, Deputy Commissioner and other appointed officers

The staff of the ICAC are not subordinate to the civil service structure of the government. The head of the ICAC is directly responsible to the highest head of the government, and only to him. In accordance with Article 57 of the basic law of Hong Kong, the ICAC has full power to handle all anti-corruption work independently in the Hong Kong Special Administrative Region. To effectively expose, investigate and combat corruption, the ICAC is empowered by the following three ordinances: the ICAC Ordinance, the prevention of Bribery Ordinance and the elections (corrupt and illegal practices) Ordinance

Background
Before the 1970s, corruption was very serious in Hong Kong. Even the fire brigade has to give black money to put out the fire, otherwise the firefighters will stand still and watch the fire devour everything

A Hong Kong Police Superintendent named hande, who was later punished in the ICAC anti-corruption storm, once made a famous confession: "corruption has become a way of life in the Hong Kong police force, just like sleeping at night, getting up during the day and brushing teeth." In 1973, Chief Superintendent Gerber of Kowloon, Hong Kong, who was suspected of embezzling 4.2 million Hong Kong dollars, successfully escaped from the country during the period of investigation, which aroused great indignation in Hong Kong society. Hong Kong people, who have been intolerant of corruption, have taken to the streets and launched a huge "anti-corruption catch Gerber" parade

At that time, Hong Kong Governor MacLehose thought the situation was serious and appointed senior deputy inspector general Sir Bailey canal to set up a committee to conduct a thorough investigation of the case. Bailey canal later published the famous "Bailey canal report" which pointed out: "unless the anti-corruption department within the Hong Kong police force can be separated from the police, the public will never believe that the government really intends to fight corruption." The report was approved by MacLehose. On February 15, 1974, the Legislative Council passed the Hong Kong Independent Commission against corruption Ordinance, announcing the establishment of an "independent anti-corruption organization not related to any government department, including the police force", namely the Hong Kong Independent Commission against corruption

Operations department
To receive reports of corruption from the public and to investigate suspected corruption offences. The enforcement office is responsible for anti-corruption investigation and is the core Department of the ICAC. There are more than 900 people in the ICAC, accounting for 3 / 4 of the total number of ICAC staff. A Deputy Commissioner of ICAC also serves as the head of the executive office. It has four departments, namely "anti-corruption investigation of government departments, anti-corruption investigation of private organizations, technical support and intelligence research".
Legal responsibilities: 1. Accept and review corruption charges. 2. Investigate any alleged or suspected offence under the ICAC Ordinance, the prevention of Bribery Ordinance and the elections (corrupt and illegal practices) Ordinance. 3. Investigation of extortion by any prescribed officer suspected of abusing his power. 4. Investigate any corruption related or likely to lead to corruption by prescribed personnel.
Organization: 1. The executive office is the largest department of the ICAC. It is headed by the head of the executive office. It has two investigation sections and a technical support department directly under the Deputy Commissioner of the ICAC (the chief executive officer), whose head is responsible for the technical supervision of case investigation. Two investigation branches are responsible for investigating corruption and related crimes in the public and private sectors respectively. Under the investigation section, there are four investigation groups, named by English letters. Group A, B, C and y of Investigation Section 1 is responsible for investigating cases of government departments; group D, e, F and Z of Investigation Section 2 is responsible for investigating corruption cases of private organizations; group G, h, R and X of investigation section 3 is responsible for intelligence, international and mainland liaison, group H is responsible for tracking, group R is responsible for statistical research, and group x is responsible for investigating corruption cases of private organizations Group I is responsible for the investigation of election and public institution cases; group I is responsible for action and action support; group J is responsible for policy and legal research and management training; Group K is responsible for information technology; group L is responsible for internal investigation.

Corruption Prevention Department
To review the working practices and procedures of various government departments and public bodies in order to reduce the possibility of corruption, and to provide anti-corruption advisory services at the request of the private sector. The corruption prevention division is mainly responsible for the prevention of corruption. There are two review sections, which are dedicated to reviewing the working regulations and procedures of government departments and agencies, and receiving anti-corruption consultation from private organizations, to help identify possible corruption loopholes and prevent corruption.

To review the working practices and procedures of various government departments and public institutions, and to propose amendments to the working methods and procedures that are prone to corruption. 2. Provide anti-corruption suggestions at the request of private organizations and individuals. 3.
