Shangzhi City of Heilongjiang Province, formerly known as Zhuhe County, was changed to Shangzhi County in 1946 in memory of Zhao Shangzhi, a national hero of the Anti Japanese war. In 1988, the county was withdrawn to build a city. Shangzhi City is the base of the three armed forces of the Anti Japanese Federation and the Anti Japanese guerrilla base. Zhao Shangzhi led the three armed forces of the Anti Japanese Alliance to fight against the Japanese aggressors, and set foot all over the land of Longjiang, which dealt a heavy blow to the Japanese aggressors. Zhao Yiman is a political commissar of the third army and the second regiment. Zhao Shangzhi and Zhao Yiman were killed by the enemy one after another. In memory of the heroic deeds of Zhao Shangzhi, Zhao Yiman and other revolutionary martyrs, Shangzhi City built Shangzhi martyrs' cemetery in 1965 with the approval of Premier Zhou Enlai. It was completed in 1986 and opened to the outside world. Shangzhi martyrs cemetery is located at No. 178, North Ring Road, Shangzhi City, covering an area of 32000 square meters. There are more than 100 monuments in the cemetery, including the "monument to the Pearl River Anti Japanese guerrillas", the monument to the martyrs, and inscriptions by Party and state leaders and descendants of the martyrs. There is a memorial hall of Shangzhi Anti Japanese martyrs in the cemetery, with a construction area of 1250 square meters. The memorial hall mainly displays the deeds of Zhao Shangzhi, Zhao Yiman and other revolutionary martyrs. There is also a half scene of Zhao Shangzhi leading the guerrillas to attack Pennsylvania, which gives people the feeling of being personally on the scene. Shangzhi martyrs cemetery is the base of patriotism education and national defense education in Heilongjiang Province. In August 2005, it was approved as one of the national "red tourism" construction projects.

In 2005, the municipal Party committee and the municipal government invested millions of money in the re exhibition of the memorial hall, which opened on May 1. It mainly displays the deeds of Zhao Shangzhi, Zhao Yiman and other revolutionary martyrs by modern scientific and technological means.
