Hulunbuir college is located in the east of Inner Mongolia Autonomous Region and Hulunbuir City, which is known as the most beautiful grassland in China and the best national charm city in China. It is a full-time comprehensive ordinary university based in Hulunbuir, serving Inner Mongolia and facing the whole country. It is the only undergraduate university in Hulunbuir City.

The predecessor of the college is four junior colleges, namely Hailar normal college, Hulunbuir League education college, Hulunbuir Management College and Hulunbuir League branch of Inner Mongolia Radio and Television University. After the college entrance examination was resumed in 1977, the four colleges began to recruit their own students, which laid the foundation for the development of Hulunbuir higher education. In 1993, the former Hulunbuir league executive office approved the merger of the four universities to form Hulunbuir University. In 1997, the former State Education Commission approved the merger of the four universities to form Hulunbuir college at the junior college level. In 2003, with the approval of the Ministry of education, the college was promoted to an undergraduate college, ranking among the ten undergraduate colleges in Inner Mongolia Autonomous Region at that time. The college is located in Hailar District, Hulunbuir City, covering an area of more than 1700 mu. It is divided into three campuses, East, West and North. The main body is in the east campus, with a building area of more than 300000 square meters. It has a fully functional library, gymnasium, art gallery, concert hall, science and technology experimental building, stadium, etc. it has a collection of more than 1 million paper books, more than 230000 electronic books and teaching equipment The total value is more than 70 million yuan, and the total value of fixed assets is 973 million yuan.
