Hunan Vocational and Technical College of communications engineering is a comprehensive, multi-disciplinary, full-time public university approved by Hunan provincial government and registered by the Ministry of education in March 2005. The college is located at the foot of Yanfeng mountain, the first peak of Nanyue Mountain in the north and the Bank of Xiangjiang River in the East. With beautiful campus scenery, it is the "garden style unit" and "top 100 civilized health unit" in Hunan Province. It is an ideal place for the majority of students to study.

The predecessor of the college is Hengyang Railway Engineering School, a national key secondary vocational school under the former Ministry of railways, which was founded in 1951. It has a long history and brilliant achievements, and is known as the "Huangpu Military Academy" of the railway. In history, it has twice been promoted to "Hengyang Railway Engineering College" and "Hengyang Railway College", and won the national railway "locomotive trophy". The college covers an area of 247 mu, with a building area of 120000 square meters. In order to adapt to the development of the college, the new campus with an area of 800 Mu will be put into use in 2011. At present, there are more than 8000 students in the school, more than 4000 correspondence students in colleges, universities and colleges, and about 50000 staff days are trained for the relevant railway units in China every year. The college has 1895 computers, Cai classrooms, CAD studio (with the certificate issuing right of global certification training of American Autodesk), electronic reading room, voice room and microcomputer interlocking laboratory. The college has 335 full-time teachers, including 2 professors, 98 full-time teachers with professional titles of associate professor or above, 146 "double qualification" teachers, and more than 120 graduate students. At present, there are more than 40 experimental and practical places on campus and more than 50 practice bases off campus.
