Fuyang Vocational College of science and technology is founded by Comrade Zhang Helin, a deputy to the Ninth National People's Congress, a national labor model and an outstanding township entrepreneur. It was approved by the people's Government of Anhui Province and put on record by the Ministry of education in 2003.

The college is located at No.99 Qinghe West Road, Fuyang City, Anhui Province, between the second ring road and the third ring road. It is close to the municipal government in the East and Yingzhou West Lake in the West. Fuyang Vocational College of science and technology has a glorious history. Its founder Comrade Zhang Helin is an educator named by Fuyang Municipal People's government. In 1985, Comrade Zhang Helin founded the first private "Fuyang township enterprise school" in China according to the spirit of Zhongfa [1985] No.1 document. In 1988, it was included in the "township enterprise system construction project" of the Rural Policy Research Office of the CPC Central Committee and the rural reform pilot zone of Anhui provincial Party committee. With the care and support of the party and government leaders at all levels, Fuyang township enterprise school has trained and delivered more than 7000 management technical backbones and rural leaders to develop township enterprises in the 10 years of 1995. Zhang Helin's contribution to the reform and development of China's rural areas in the early stage has attracted the attention of the Party Central Committee and all walks of life. Hu Jintao, Jiang Zemin, Wen Jiabao, Wang Zhaoguo, Hui Liangyu, Liu Yandong, Wang Yang, Wan Li, Qiao Shi, Song Ping, Li Lanqing, Zeng Qinghong, Jiang Chunyun, Zeng Peiyan, Fei Xiaotong, Yang Rudai, Lei Jieqiong, Wang Guangying, Cheng Siyuan, Wu Jieping, Qian Wei Leaders of the party and the state, such as Chang, Wan Guoquan, bu he, Cheng Siwei, Han Zhubin, Wang Zhongyu, Zhang Siqing, Chen Jinhua, Li Desheng and Mao Zhiyong, visited the school in person. In accordance with the spirit of the instructions of the central leadership when inspecting the school, Fuyang municipal Party committee and government approved the establishment of "Fuyang Yingzhou School Village" on the basis of Zhang Helin's school running, and the establishment of a "one-stop" private education talent training base from kindergarten to university. In 1998, when inspecting the construction site of Xuecun, Comrade Song Ping volunteered to be the honorary village head and inscribed the name of Xuecun. When the school started in September 1999, comrade Qiao Shi and his wife visited the school village and encouraged it to become China's second school village after "Jimei School Village".

In accordance with the spirit of General Secretary Hu Jintao's instructions when inspecting the school, he applied to Anhui Provincial People's government for the establishment of a higher vocational and technical college in 2001 on the basis of running a school in Xuecun. In that year, the provincial government approved the preparation for the establishment, and in June 2003 approved the formal establishment of Fuyang Vocational College of science and technology.

Since the establishment of the college, with the concern and support of the party committees and governments at all levels, the college has gradually developed and expanded.
