People's Public Security University of China

The people's Public Security University of China is an ordinary institution of higher learning directly under the Ministry of public security and a senior police officer college of the Ministry of public security. It was founded in July 1948 and has gone through such periods as the North China public security cadre school, the central public security cadre school, the Central People's Public Security College, and the central political and legal cadre school. In January 1984, it was transformed into a full-time ordinary university. In February 1998, it merged with the former people's Police University of China to form the new people's Public Security University of China. For more than half a century, more than 170000 leaders at all levels, professional backbones and specialized talents have been trained and transported to public security organs of politics and law throughout the country, which is known as "the cradle of police officers of the Republic of China".

The construction and development of the school has always been highly valued by the leaders of the party and the country. Chairman Mao Zedong has met with the students of the school many times. Comrade Deng Xiaoping wrote the name of the school himself, and Comrade Jiang Zemin wrote the inscription for the school. On October 15, 2004, Hu Jintao, Wen Jiabao and other party and state leaders visited the public security university to observe the national police training report drill. General Secretary Hu Jintao delivered an important speech. Peng Zhen and Luo Ruiqing were the school principals.

It has made great achievements in education system, disciplines, talent training, teaching staff, internal management, etc It has formed a relatively distinctive feature, and has become an institution of higher learning with the longest construction time, the most complete disciplines, the largest scale and the most complete level of education in the public security system.

The University adheres to the combination of academic education and on-the-job training, and has established and formed a multi type and multi-level public security education and training system, including postdoctoral, doctoral, master's, second degree, undergraduate, international and adult higher education, senior police officer training, public security professional training, Hong Kong and Macao police officer training, foreign police training, etc. At present, there are more than 12000 full-time students. At present, there are 12 departments including law department, public security department, investigation department, public security information department, criminology department, public security management department, foreign-related police department, criminal science and Technology Department, security department, traffic management engineering department, information security engineering department and military security department, and 3 teaching departments including basic science department, Marxism Leninism theory department and police sports and war training department.

Based on the principle of "discipline based school", the school adheres to the practice of public security, strengthens the construction of disciplines and specialties, and has initially formed a discipline and specialty system with complete disciplines and specialties, distinctive characteristics of main disciplines, and coordinated development of multiple disciplines. There are post doctoral research stations for first-class disciplines of law, authorized points for doctor's degree of procedural law, authorized points for master's degree of first-class disciplines of law, 17 authorized points for master's degree of second-class disciplines of criminal law and Administration (41 research directions), and authorized points for master's professional degree of law. Postgraduate education involves six disciplines of law, pedagogy, engineering, medicine, management and military science Litigation law is a key discipline in Beijing. There are 9 majors and 16 professional directions in the undergraduate course, covering public security, investigation, domestic security, economic crime investigation, drug control, technical investigation, public security intelligence, public security management, foreign-related police, criminal science and technology, security prevention, traffic management, network information security, public security legal system, etc. In terms of personnel training, the undergraduate education of Public Security University focuses on cultivating applied senior police professionals with "firm politics, proficient in business, excellent style and fair law enforcement"; it strengthens practical teaching, and gradually explores and establishes a personnel training mode with "three semester system" as the system guarantee, organic combination of classroom teaching and police practice, and highlighting practical ability training. In addition to learning basic courses and professional courses, students should also master the actual combat skills such as catching and fighting, shooting and driving, accept strict policing training, and go deep into the actual combat department for policing practice.

The school adheres to the road of "strengthening the school with talents", implements the "famous teacher project" according to the working idea of "training, introducing and employing", and cultivates a teaching staff with "combination of teachers and instructors, full-time and part-time, excellent quality and reasonable structure". Two "one in five" systems are implemented in teacher training, that is, one in five teachers are engaged in scientific research every year, and one in five teachers participate in the practice of public security. Actively employ part-time professors and instructors from the Business Bureau of the Ministry of public security, scientific research institutes, colleges and universities in Beijing and the actual combat departments of public security. At present, there are nearly 600 full-time teachers, including more than 340 with senior titles; 1 academician of Chinese Academy of engineering, 28 experts enjoying special government subsidies, and 23 experts enjoying subsidies from the Ministry of public security. There are more than 200 part-time professors, associate professors and instructors. In 2007, the teaching team of criminal investigation and criminal technology was rated as one of the first batch of national excellent teaching teams.

The University adheres to the strategy of "revitalizing the university through scientific research", based on the principle of scientific research serving teaching, discipline construction and public security work, highlights the characteristics of scientific research, improves the level of scientific research, and comprehensively promotes the close integration and positive interaction of teaching, scientific research and police practice. In the past three years, it has undertaken 148 scientific research projects at or above the provincial and ministerial level and won 10 scientific research awards at or above the provincial and ministerial level. In the construction of "quality engineering", the key construction projects of the University, such as excellent courses, excellent teaching materials, characteristic specialty points, experimental teaching demonstration center, talent training mode innovation experimental area, have made breakthrough progress, and many projects have been rated as national and provincial construction projects. The publications sponsored by the university include Journal of the people's Public Security University of China, public security education, police digest, modern world police, etc. Among them, Journal of the people's Public Security University of China (SOCIAL SCIENCE EDITION) is a national Chinese core journal, a national top 100 Journal of Social Sciences, and a core journal of Chinese Journal of Humanities and social sciences. The capital social security research base is located in our university.

In line with the concept of "management and governance", the school actively promotes the process of scientific, democratic and legal governance, establishes relatively complete rules and regulations reflecting the management characteristics of public security colleges, and constantly improves the scientific, institutionalized and standardized level of teaching, scientific research, students, party affairs, administration and logistics management.

The school has good conditions for running a school. At present, Muxidi and Tuanhe campuses cover an area of more than 1200 mu, with more than 370000 square meters of teaching and administrative rooms and student (student) dormitories. The total value of teaching and scientific research equipment is more than 80 million yuan, and the collection of books is 1.16 million. The school has advanced and complete teaching and research infrastructure. There are DNA identification, fingerprint identification, trace evidence analysis, poison and drug analysis, document identification, bullet trace test, simulated scene investigation, security technology, traffic management and control laboratories, among which the criminal science and technology laboratory is the Key Laboratory of Beijing. Campus teaching and research computer network, police sports comprehensive training hall, police tactical training block, police tactical training hall, multi-functional shooting range, multimedia classroom, voice room and other facilities are complete. The library is the most complete public security library in China.

The school actively carries out international exchanges and academic exchanges. It has exchanged visits and academic and business exchanges with police agencies in more than 50 countries and regions, including the United States, the United Kingdom, Australia and South Korea, and has held several training courses for France, ASEAN and Asian African developing countries. At present, it has established a long-term and stable inter school cooperation relationship with the public security research center of Leicester University, Scotland Police College, South Korea Police University, Moscow University of the interior of the Russian Federation, Egyptian police college, etc., which has a wide influence in the world's police colleges.

The construction and development of Public Security University has gone through an extraordinary course of more than 60 years, and has composed a magnificent chapter of public security higher education in the Republic of China.
