Dongchang College of Liaocheng University is located in Liaocheng Economic Development Zone, the beautiful Jiangbei water city and the ancient capital of canal. It covers an area of more than 500 mu and has a net asset of more than 550 million yuan. The college was established in April 2002 with the approval of the Department of education of Shandong Province and is a secondary college of Liaocheng University. In June 2005, it was approved as an independent undergraduate university by the Ministry of education. In August 2005, Liaocheng municipal Party committee and government decided to merge Liaocheng Institute of education and Liaocheng normal school into Dongchang College of Liaocheng University, realizing complementary advantages and optimizing resource allocation.

The college is a full-time regular undergraduate college, which recruits ordinary undergraduate and junior college students from 28 provinces (cities, autonomous regions) in China, with more than 8600 students. At present, there are 11 departments (departments) including Chinese, economic management, foreign languages, education, mathematics and information engineering, film and television media, chemical biology, mechanical and electrical engineering, music performance, art design and basic teaching. At present, there are 35 undergraduate majors and 17 junior college majors, mainly engineering, covering economics, education, literature, science, engineering, management, art and other disciplines.

The college has advanced teaching equipment and complete teaching facilities: high speed broadband campus network, multimedia classroom, advanced audio-visual voice room, various professional laboratories, computer hardware laboratory, computer network laboratory, accounting training room, large-scale piano room, studio, national class II track and field field field, Ball Games venue, college students' activity center, etc. The college library is one of the first batch of CALIS (China Higher Education Document Guarantee System) member libraries in China. It now has 1340 volumes of ancient books, including 6 volumes of Ming Dynasty thread bound books and 1334 volumes of Qing Dynasty thread bound books. In addition, there are 1028 volumes of thread bound books of the Republic of China and 670 volumes of thread bound books after 1949. It is an advanced unit in the protection of ancient books in Shandong Province, and its collection of ancient books has been selected into the "Shandong precious ancient books list".
