Southwest University of political science and law is located in Chongqing, a municipality directly under the central government in the upper reaches of the Yangtze River in China. It is the first higher institution of political science and law established in New China. After the reform and opening up, it is one of the first batch of key universities in China, the first batch of excellent legal talent education and training base in China, and a University jointly built by the Ministry of education and Chongqing Municipal People's government.

1、 Historical evolution

The predecessor of Southwest University of political science and law is southwest people's revolutionary university founded in 1950 with Marshal Liu Bocheng as its president. In 1953, based on the Department of political science and law of southwest people's revolutionary University, the Law School of Chongqing University, the school of political science and law of Sichuan University, the Department of law of Chongqing University of Finance and economics, the Department of law of Guizhou University, and the Department of law of Yunnan University were merged, and the Southwest University of political science and law was officially established. Mr. Guo Moruo wrote the name of the school. The first president was Zhou Bao, a national hero of the Anti Japanese War and the former commander in chief of the second route army of the Northeast Anti Japanese allied army Chinese general. In 1958, Chongqing Branch of the central public security college was incorporated into the school.

The school has experienced a management mode jointly built by the Southwest Bureau of the CPC Central Committee, Sichuan Province, the Supreme People's court, the Ministry of justice, the Ministry of education and Chongqing. During the cultural revolution, it was once forced to stop. In 1977, the Central Committee of the Communist Party of China approved the resumption of enrollment. In 1978, it was approved as a national key university by the State Council. In the same year, it took the lead in opening three undergraduate majors of law and philosophy, and the history of the international communist movement in national political and law colleges. Among them, the enrollment of law major accounted for half of the national enrollment. In 1979, it began to recruit master of law students and the first batch of undergraduate students majoring in criminal investigation in China. In 1993, it was approved by the Academic Degrees Committee of the State Council as an authorized unit for doctoral degree. In 1995, it was renamed as Southwest University of political science and law with the approval of the former State Education Commission; in the same year, it was designated as the first batch of pilot units of professional degree education of master of law by the Academic Degrees Committee of the State Council. In 2003, it was approved by the Academic Degrees Committee of the State Council as one of the first batch of authorized units for doctorate degree in law science. In 2004, with the approval of the Ministry of personnel of the people's Republic of China, a mobile post doctoral research station was set up. In March 2012, it was approved by the Ministry of education as a pilot University for independent enrollment; in August of the same year, it was approved by the Ministry of education as one of the first batch of excellent legal talent education and training bases, with three types of applied compound legal professional talent education and training base, foreign legal talent education and training base, and western basic legal talent education and training base; In October of the same year, the Ministry of education and Chongqing Municipal People's government officially signed an agreement to jointly build Southwest University of political science and law.

2、 Development status

After 65 years of hard work, the school abides by the western political school motto of "erudition, practice, virtue, and law", adheres to the school running philosophy of "building the school by teaching, prospering the school by talents, strengthening the school by scientific research, and governing the school by law", and gradually condenses the western political spirit of "caring for the world, striving for self-improvement, working together, and being rigorous and practical" The coordinated development of engineering and other disciplines, from undergraduate to master, doctoral education and continuing education, international student education and other multi-level, multi type talent training pattern.

The school has Shapingba campus and Yubei campus, covering an area of more than 3000 mu. Among them, Yubei campus is the Teaching Center for undergraduate and graduate education; Shapingba campus is the base for continuing education and cadre training.

At present, the school has 13 schools, including civil and commercial law school, economic law school, law school, administrative law school, international law school, criminal investigation school, management school, School of economics, foreign language school, School of Journalism and communication, School of politics and public management, School of Marxism, and School of applied law. It has the ability to recruit recommended students, high-level athletes, Tibetan classes in the mainland and Xinjiang classes in the mainland , joint enrollment of Hong Kong, Macao and Taiwan Overseas Chinese, examination free students from Hong Kong, recommended students from Macao and independent enrollment qualification.

The school has more than 25000 students. The "Tianlun Cup" national debate friendship competition for political and legal colleges held by the university is a debate competition with high influence in domestic colleges and universities; the student debate team has successively won the championship of the 8th China famous university student debate Invitational Competition, the national "Trade Arbitration Cup" international commercial arbitration simulation debate competition, and the "creative youth - 2010 cross strait four places University Expo debate competition". The school's art troupe has won the first prize of the third National College Students' art performance, the silver award of the world chorus competition, the Ninth "Golden Bell Award" of Chinese music and many other awards. Students in volleyball, track and field, basketball, martial arts, sports dance, aerobics and other national competitions have also repeatedly achieved good results.

The school has more than 2300 staff. Among them, there are more than 600 teachers with senior professional and technical positions, including national famous teachers, young and middle-aged experts with outstanding national contributions, and the first batch of top-notch young talents under the national special support program; There are 3 National candidates for the "New Century Talents Project", 7 candidates for the "new century talents support program" of the Ministry of education, and 22 experts who enjoy the special allowance of the State Council.

At present, the university has the right to confer doctorate and master's degrees in the first level disciplines of law, and has the right to confer master's degrees in the first level disciplines of political science, Marxist theory, philosophy, applied economics, journalism and communication, and public administration. It has 11 doctoral programs, 38 master's programs, 6 professional master's programs, and 23 undergraduate programs.

The school has 6 national excellent courses, 2 excellent video open courses, 6 excellent resource sharing courses, 4 national characteristic specialty construction sites, 2 national talent training mode innovation experimental zones and 3 national teaching teams. It has a national experimental teaching demonstration center and a national off campus practice education base for college students. The judicial appraisal center is the only national appraisal institution in central and Western China.

During the 12th Five Year Plan period, the University undertook more than 1000 scientific research projects at all levels. Among them, there are more than 130 national projects, 520 provincial and ministerial projects, 330 horizontal projects and 16 large-scale international cooperation projects.

Since 2013, the university has been responsible for the comprehensive cleaning up and evaluation of all local laws and regulations, government regulations and power lists of government functional departments since Chongqing Municipality was directly under the central government; it has established various types of collaborative innovation strategic cooperative relationships with the Supreme People's court, the Supreme People's Procuratorate, the Ministry of foreign affairs, the Ministry of Commerce, the Standing Committee of Chongqing Municipal People's Congress, and the Chongqing Municipal People's government; With the Supreme People's court, the Supreme People's Procuratorate jointly set up "China's Grand Justices forum", "China's grand prosecutors forum", won good social praise. The school human rights education and research center is jointly named as the national key base by the Information Office of the State Council and the Ministry of education; the China ASEAN legal research center is the key research base of China law society. In the first-class Law Research Association of China law society, more than 10 teachers of our school hold the post of vice president or above, and nearly 100 of them hold the post of executive director or director.

The University adheres to the principle of open education and constantly promotes international exchanges and cooperation. At present, it has established exchange and cooperation relations with more than 60 universities in 13 countries and regions; has carried out more than 50 student exchange projects with more than 40 internationally renowned universities in the United States, Canada, Australia and Europe; has participated in the Ministry of education's "excellent undergraduate international exchange project" and "national construction high-level university public postgraduate project"; The first Confucius Institute was established in the northwest of the United States to actively promote the development of teaching Chinese as a foreign language and the exchange and cooperation between Chinese and foreign education; relying on the "China ASEAN legal research center", foreign students were attracted to study in China.

The subjects of economic law and procedural law are national key subjects. In the 2012 discipline evaluation of the academic degree and graduate education development center of the Ministry of education, our first level discipline of law ranked among the top five in China. In the newly released 2014 list of first-class disciplines of Chinese University Postgraduates published by China Alumni Association, the law disciplines of our university, Peking University, Wuhan University, China University of political science and law, Renmin University of China and other five universities are recognized as six-star. In the "2015 Research Report on the evaluation of Chinese universities" published by the China Alumni Association, our university ranked second in the list of Chinese Universities of politics and law.

3、 Training talents

The excellent school running tradition, strong school running strength, wide social popularity and the outstanding contribution of the majority of students in the national construction have made the "western political phenomenon" recognized by the society.

Over the past 65 years, the university has trained more than 200000 talents at all levels, and is the university with the largest number of legal professionals in China. A large number of graduates have grown into the backbone of the national economic construction and the construction of the rule of law, and many of them have become leaders in related fields. At present, there are nearly 10 alumni of western politics serving as members of the 18th CPC Central Committee, members of the Central Commission for Discipline Inspection and alternate members of the Central Committee, and more than 60 alumni serving as leading cadres at or above the provincial and ministerial level. There are nearly 40 graduates of western politics who have served as or are currently serving as the chief justice, first-class or second-class justices and procurators. In the law schools (departments) or research institutions of well-known universities in China, such as Peking University, Tsinghua University, Renmin University of China, Fudan University, Wuhan University, University of Hong Kong, University of Macao and Law Research Institute of Chinese Academy of Social Sciences, there are students of western politics in charge of teaching or research work, and many presidents of law schools in China are alumni of western politics. In the 7th "national top ten outstanding young jurists" selection organized by China law society, 18 alumni of western politics were selected successively. In the 2011 "China's outstanding humanities and social scientists" ranking released by the China Alumni Association Network, Xizheng ranked among the top 10 universities in China due to the large number of alumni and teachers.
