Wang Fuyuan
Wang Fuyuan (1900-1929), a native of Licheng, Shandong Province, joined the Communist Party of China in 1922. In October 1926, he served as a member of the Executive Committee of Shandong district of the Communist Party of China, and soon became the person in charge of the party organization in Qingdao. After Wang Fuyuan came to power, his selfish desire expanded and he embezzled public funds many times. On April 27, 1927, the party organization sent Wang Fuyuan to attend the Fifth National Congress of the party held in Wuhan. The Party Central Committee asked Wang Fuyuan to bring back the activity funds of 1000 yuan allocated to Shandong party organization, but Wang Fuyuan took the funds as his own and falsely claimed that the funds were stolen on the way. In April 1928, Wang Fuyuan took 2000 yuan from the integrated lithography Bureau, which is directly under the printing department of Shandong Provincial Committee of the Communist Party of China, on the pretext of going to Shanghai to contact with the party organization. As a result of corruption, the lithography Bureau was forced to close down. Wang Fuyuan's corruption of Party fees was later discovered by Deng Enming, Secretary of the Shandong provincial Party committee. Therefore, the Shandong provincial Party committee decided to expel Wang Fuyuan from the party. Wang Fuyuan became the first person expelled from the party for corruption in the history of the CPC. After Wang Fuyuan was expelled from the party, he held a grudge against the Communist Party and joined the Kuomintang in 1928. In November 1928, Wang Fuyuan issued the "anti Communist Manifesto" and also served as the "captainer of the Communist Party". On January 19, 1929, Wang Fuyuan led the spy to secretly arrest Deng Enming and other 17 people, causing serious damage to the Shandong provincial Party committee. Zhou Enlai, then Secretary of the Central Military Commission of the Communist Party of China, learned of the news and held an emergency meeting in Shanghai to study countermeasures. He decided to send members of the special branch of the Central Committee to Shandong to fight against traitors. On August 16, 1929, Wang Fuyuan was assassinated in Qingdao by Zhang Ying, a member of the special branch of the Central Committee of the Communist Party of China. He died at the age of 29.

1927 was a year of great changes. Chiang Kai Shek and Wang Jingwei launched counter revolutionary coups one after another. In July, Ningxia and Han merged, the great revolution died prematurely, and white terror quickly spread throughout the country. In the second half of 1928, the Kuomintang reactionaries began to rule Shandong and madly suppressed the Communists in Shandong. One day in November 1928, Wang Fuyuan sneaked into the Kuomintang's Jinan City Party headquarters. He colluded with Wang Leping, the reactionary leader of the Shandong Kuomintang, and jointly issued the "anti Communist Declaration".

Wang Fuyuan and his brother Wang Yongzhang defected to the enemy one after another. Because of their identity and working relationship, they knew the party organizations all over Shandong very well. At the beginning of 1929, the Central Committee decided to transfer all the old party members whom the traitors knew from Shandong. Fu Shutang, a native of Gaomi, worked as an apprentice in Qingdao Sifang machinery factory in his early years. Later, he joined the Communist Party of China under the introduction of Deng Enming. In August 1925, Fu Shutang secretly established the first party branch in Gaomi County and served as its own secretary.
