In January 1924, he participated in the first National Congress of the Kuomintang and served as a member of the Manifesto Review Committee. Huang Jilu opposed the participation of Communists in the Kuomintang and began to take an anti Communist stance. Later, he served as vice chairman of the Legal System Committee of Sun Yat Sen base camp and director of the Department of law and politics of Guangdong University.
In 1925, he participated in the Xishan conference group and set up another "Central Party Department of the Kuomintang" in Shanghai as an overseas minister. In January of the next year, the second National Congress of the Kuomintang passed a resolution to impeach the Xishan conference faction, and Huang was severely warned. However, Huang Jilu did not wake up, and still worked in his party headquarters and served as Minister of youth.
At the beginning of 1927, he returned to Sichuan and became a professor of Chengdu University. He was wanted by Wuhan National Government for insisting on the position of Xishan conference school. Immediately, Chiang Kai Shek and Wang Jingwei betrayed the revolution, the cooperation between the Kuomintang and the Communist party broke down, and Huang Huichuan became a member of the Sichuan Qing Party of the Kuomintang and an executive member of the provincial Party department.
In 1928, he was executive member of Guangdong provincial Party department and President of national daily, and professor of Sun Yat sen University. Later, he was elected as an alternate executive member of the Fourth National Congress of the Kuomintang and an executive member of the Fifth National Congress of the Kuomintang. After the Xi'an Incident, Huang Jilu was in Hong Kong to fight against Zhang Xueliang and Yang Hucheng.
During the Anti Japanese War, he successively served as the fourth Vice Minister of the Military Commission, executive director and propaganda director of the Central Youth League of the three people's principles, executive vice minister of the Ministry of the interior, chairman of the party Department of Sichuan Province, President of Sichuan University, etc. During his tenure in Sichuan University, he moved Sichuan University from Emei to Chengdu, raised funds from all sides, expanded the campus, added facilities, hired famous teachers, added departments, and expanded the scale of running the University, making it a comprehensive university with many departments. When the Kuomintang's reactionary rule was about to collapse, Huang Jilu strongly opposed the participation of teachers and students in the patriotic democratic movement, and supported the connivance of secret agents to persecute progressive professors.
In 1948, he returned to Xuyong and enlisted the local forces to campaign for him, running for the "National Congress of constitutional implementation".
In 1949, on the eve of the liberation of Chengdu, he flew to Hong Kong and then to Taiwan.
After going to Taiwan, he served as "member of the administrative department of Taiwan" and "Minister of the interior" in 1952. He assisted Chen Cheng in carrying out the policy of "land to the tiller" and preparing for the establishment of local autonomy in Taiwan.
In 1954, he returned to the post of "administrative member of Taiwan's administrative department" and presided over the power and responsibility Committee.
In 1958, he was elected Minister of the examination.

In 1965, he served as chairman of the central design assessment committee of the Kuomintang.
