Male, Manchu, born in 1932 in Beijing. He took part in revolutionary work in July 1948 and joined the party in October 1948.

In 1949, he worked in the Beijing Preparatory Committee of the New Democratic Youth League of China. Later, he served as member and Acting Secretary of the first District Working Committee of Beijing Municipality, member of the Beijing Municipal Committee of the Youth League and Secretary of Dongdan district Party committee. In 1955, he served as deputy director of the propaganda department and Organization Department of the Beijing Municipal Committee of the Youth League, and head of the urban group of the rural "four clean" Office of the Beijing Municipal Committee of the Communist Party of China. In the "Cultural Revolution", labor was released. later, he served as vice president of the Party School of Chongwen District CPC Committee. In 1978, he was deputy director of the Organization Department of the CPC Central Committee, Secretary of the Beijing Municipal Committee of the Communist Youth League, chairman of the Municipal Youth Federation and member of the Standing Committee of the National Youth Federation. He was Deputy Secretary General of Beijing Municipal Party committee in 1981. In 1982, he was a member of the Standing Committee of the CPC Beijing Municipal Committee and vice minister of the organization department. He was Deputy Secretary of Beijing Municipal Party committee and President of Beijing Municipal Party School in 1984. In 1988, he served as executive vice minister of the Ministry of justice. He served as vice chairman of the Eighth National Standing Committee of the Chinese people's Political Consultative Conference in 1993. In 1998, he was a member of the Standing Committee of the Ninth CPPCC National Committee and director of the ethnic and Religious Committee. alternate member of the 12th and 13th CPC Central Committee, member of the 8th and 9th CPPCC Standing Committee, and chairman of the 9th CPPCC ethnic and Religious Committee. he is currently the president of China Prison Society.
