Main achievements
From 1978 to 1980, Lu Xueyi, through the investigation of Anhui and Gansu provinces, wrote an article for the implementation of the policy of "household to household" in China. In 1982, Lu Xueyi pointed out that it is not enough to push forward the reform of household contract responsibility system and single soldier's breakthrough in rural areas. It is necessary to carry out the comprehensive reform of the county-level system. He personally led the research group to stay in Lingxian County of Shandong Province for three years and concurrently served as the Deputy Secretary of the county Party committee to study the problems of rural reform and development. Lu Xueyi started the research of "rural development theory". He edited the Research Report on Contemporary Chinese social strata, which divided social groups into ten strata. It once became an important reference for the study of China's social transformation.
As an expert on "three rural issues", Lu Xueyi put forward many reform plans and Countermeasures to solve the "three rural issues". He pointed out earlier that the system of "planning as the body and market as the use" would not work in China's rural areas. He should get out of the dilemma of "urban and rural separation, one country with two policies". He also believed that China's rural areas must implement the household contract responsibility system and some other preliminary reforms On the basis of "the second reform", its academic thought has a profound impact on China's rural reform in practice and theory.
