Song Yingjie was born in Tiexi District, Shenyang City, Liaoning Province on January 15, 1965. His ancestral home is Dengzhou City, Nanyang City, Henan Province.

In 1984, he was admitted to Beijing Meteorological university with excellent results, and was assigned to the Central Meteorological Observatory to engage in forecasting work after graduation.
