Xia Wei was born in September 1928 in Yantai, Shandong Province. As a teenager, he lived in Korea, returned to China after the victory of the Anti Japanese war in 1945, and took part in revolutionary work in Anton (now Dandong City).

In 1948, he studied in Anton Institute of science and technology. In 1949, he was admitted to the Mechanical Department of Shenyang Institute of Technology (later Northeast Institute of technology, now Northeast University). After graduation in 1952, he was assigned to work in Harbin aluminum processing plant (known as 101 plant, later northeast light alloy processing plant, now Northeast Light Alloy Co., Ltd.), and soon served as the deputy chief of design department. He joined the Communist Party of China in July 1952. From 1954 to 1956, we organized general practitioners to participate in the design and construction of the first aluminum processing plant in China - 101 plant, which was aided by the former Soviet Union, until the first phase of the project, aluminum plate, tube, bar and profile, was completed and put into operation. In 1957, Xia Wei transferred to Shenyang Aluminum Magnesium Design Institute, and still served as the general design director of phase II project of 101 plant. Soon after, the task of aluminum processing design was transferred from Shenyang Aluminum and Magnesium Design Institute to Beijing Nonferrous Metallurgy Design Institute. Xia Wei was transferred to Beijing as the general design director, and presided over the design of the second large aluminum processing plant in China, 112 plant (formerly known as Honggucheng aluminum, magnesium and titanium processing plant, later Southwest Aluminum processing plant, and now Southwest Aluminum Group Co., Ltd.). In order to meet the needs of national economic development for non-ferrous metal processing materials, in 1964, the state established a professional processing and design unit Luoyang non ferrous metal processing and Design Institute (hereinafter referred to as Luoyang Institute). He was transferred to Luoyang and continued to be the general director of engineering design of the plant. Under his leadership, after more than ten years of hard work and fruitful work, he overcame the difficulties brought about by the former Soviet Union's tearing up the agreement, withdrawing experts, interrupting aid and the "Cultural Revolution". He successfully completed the pre design, preliminary design preparation, construction drawing design, on-site construction and installation services, until the factory was completed and put into operation in the early 1970s, and qualified products were obtained. The factory is the first self-designed and built aluminum production base in China, and it is also the largest aluminum production base in China. Its successful construction has greatly promoted the rapid development of various departments of China's national economy, especially the national defense industry. In 1978, Xia Wei was the deputy chief engineer of Luoyang Institute, and in 1982, he was the chief engineer of Luoyang Institute. He was in charge of the design of new aluminum processing and technological transformation projects undertaken by the Institute, including the processing projects of aluminum plate, strip and foil, aluminum profile, doors and windows, as well as the deep processing projects of mint, beverage can, PS plate for printing, aluminum tube sheet evaporator, solar collector and food packaging bag. During this period, he also organized and led the technical transformation of strip system in 101 plant and the design of Bohai aluminum processing plant. He made many overseas visits and exchanges to understand the current situation and development trend of the world's aluminum processing industry, and put forward many valuable suggestions for the leaders' decision-making. In 1981, the one-step project of Southwest Aluminum processing plant designed by him won the national excellent design award. In 1987, the technological transformation project of 101 plant won the National Excellent Design Gold Award and the second prize of national science and technology progress award. Xia Wei is the main winner. in recognition of Xia Wei's outstanding achievements in the field of non-ferrous metal processing and design and his important contribution to socialist construction, he was one of the first batch to enjoy special government subsidies and won the title of "China Engineering Design Master" by the Ministry of construction. Technical achievements
Before the founding of the people's Republic of China, there was almost no aluminum processing industry in China. In 1919, a workshop style aluminum products factory was established in Shanghai, which rolled small pieces of aluminum with imported aluminum to make some small aluminum utensils. In February 1959, China signed an agreement with the former Soviet government to entrust the Soviet side to design and provide complete sets of equipment. Soon after, the Soviet side tore up the agreement, withdrew experts and interrupted the construction assistance, which made the progress of the project in trouble. At this critical moment, the central government decided to be independent and self reliant, to design and manufacture its own equipment, and to build its own Southwest Aluminum processing plant. After repeated research, it is determined that the construction of this large-scale aluminum magnesium titanium material processing plant will be divided into two phases. When the four sets of large-scale equipment were selected, Xia Wei organized process designers to put forward the equipment design specification twice in October 1960 and June 1961, and the large-scale review meeting with the participation of manufacturers and equipment manufacturers, design and scientific research institutions and colleges and universities was held jointly by the Ministry of metallurgy and the first machinery. Subsequently, the equipment design and manufacturing plants completed the design scheme according to the approved design specification. According to statistics, the two departments have organized 11 review meetings on equipment design specification and design, and the main process parameters and equipment structure are determined on the basis of brainstorming.
