Li Yang, whose ancestral home is Shanxi, was born in Benniu Town, Xinbei District, Changzhou City, Jiangsu Province in 1969. After graduating from middle school in the 1960s, his parents responded to the call of the party and volunteered to support the construction of the frontier.
