Ma Rui was born in May 1957 in Lianyuan, Hunan Province. He is a member of the Communist Party of China and has a college education. He began to work in March 1974. He is the executive director of Chinese Calligraphers and Painters Association, the creator of China Japan Friendship hard pen Calligraphers Association, the calligraphy and painting art exchange center of China Federation of literary and art circles, the calligraphy and painting creation committee member of China Academy of Arts, the member of China hard pen Calligraphers Association, and the member of Jiangxi Calligraphers Association.
