Xue Haitao, male, Han nationality, was born in November 1961 in Wubao, Shaanxi Province. He started work in July 1978 and joined the Communist Party of China in January 1980. He graduated from the Party School of Shaanxi provincial Party committee.

At present, he is the Secretary and chairman of the Party group of the CPPCC in Yan'an City, Shaanxi Province.
