William Phelps eno (1858-1945), an American businessman, was the first to innovate for road safety and traffic control. He is sometimes called "the father of traffic safety", even though he never learned to drive. The earliest traffic regulations in the world were made by William Phelps iNO, an American traffic expert. One day in 1867, 9-year-old iNO was in a carriage when he saw a traffic jam at an intersection in New York City for 30 minutes. Later, he often traveled with his family to Europe and the United States. Whenever he went, he observed the local traffic order, investigated traffic accidents, and wrote a lot of notes. In 1880, he published two insightful papers in newspapers and periodicals. After that, the New York City Police Department decided to ask him to come forward and make traffic regulations. On the basis of his investigation notes, he drafted the world's first traffic law, the rules for driving, which was officially promulgated in the United States in 1903, thus bringing the American automobile traffic into an efficient and safe world.
