Zhangjiagang Free Trade Zone

Zhangjiagang Free Trade Zone in Jiangsu Province was established in October 1992 with the approval of the State Council, with a planning area of 4.1 square kilometers. It is the first inland port type free trade zone in China, and the only free trade zone integrating zone with port. After years of development and construction, it has formed a development pattern of bonded zone, bonded logistics park, Yangtze River Chemical Industry Park and Yangtze River high tech Industrial Park, which are jointly developed, constructed and managed by the Management Committee of the bonded zone. There are mainly five pillar industries: logistics, chemical industry, mechanical and electrical industry, grain and oil industry and textile industry. In November 2008, with the approval of the State Council, Zhangjiagang Free Trade Zone was upgraded and transformed into a bonded port area, becoming a special economic zone with the best policies and the most complete functions in China.

Development overview

Since the establishment of the zone, Zhangjiagang Free Trade Zone has been based on a new development vision, a higher development platform, expanding functions around characteristics, relying on advantages to strengthen industries, and constantly leaping to a new level of development and construction. The development pattern has developed from a single bonded zone to four functional zones, namely, bonded zone, Jiangsu Yangtze River Chemical Industry Park, bonded logistics park and high-tech industrial park. The planned area has expanded from 4.1 square kilometers to 60 square kilometers. The bonded zone has approved nearly 4000 enterprises, including 430 foreign-funded enterprises, including 22 Fortune 500 enterprises such as Dow Corning, Dow, Wacker and Chevron, and 11 Fortune 50 global chemical enterprises. In 2016, the total business revenue of the bonded zone (Hanjin port) was 548 billion yuan, the industrial invoice sales revenue was 124.2 billion yuan, the GDP was 81.2 billion yuan, the import and export trade volume was 13.9 billion US dollars, the full caliber financial revenue was 8.67 billion yuan, and the general budget revenue was 4.531 billion yuan. Its comprehensive strength ranks first among the 13 bonded zones in China, ranking second.

Modern logistics

In 2016, the bonded zone and bonded logistics park completed a total of 19.2 million tons of freight transportation in and out of the zone, with a value of US $32.2 billion, and customs collected 12.4 billion yuan of taxes. Among them, the total freight volume and customs revenue of bonded logistics parks have been in the leading position among similar parks in China for many years.

Market trade

The specialized markets of chemical products, textile raw materials, grain and oil have been established. Since 2004, the quotation of chemical products market has become the basis for price evaluation of Nanjing Customs District and the "price barometer" of domestic chemical products. The turnover is 27 billion yuan and the tax revenue is 230 million yuan, further consolidating the "leading" position of the industry.

Planning support

A total of 8 billion yuan has been invested in infrastructure. The park has realized centralized heating and sewage treatment. It has built the first fire special service squadron in China, and takes the lead in starting the regional reclaimed water reuse project in the National Chemical Industry Park. In 2-3 years, it will realize "zero discharge" of sewage to the Yangtze River.

Functional system

In November 2008, the bonded port area was successfully approved as a special area with the highest degree of openness and the best policy in China. In September 2008, Zhangjiagang municipal Party committee and government implemented the district town integration management system, which defined the requirements of "six unifications" (unified planning and construction, economic development, organization and personnel, examination and approval authority, financial settlement and public affairs), expanding a broader space for the bonded zone to build a 100 billion industrial sales zone. After the system adjustment, the regional area has reached 134 square kilometers with a permanent resident population of 172000. In December 2009, Zhangjiagang Bonded Port (phase I) successfully passed the acceptance of the joint acceptance group of the State Council.
