Heiyupao Town, belonging to Zhenlai County, Baicheng City, Jilin Province, is located in the eastern suburb of Zhenlai County, bordering Momoge Mongolian Township and Yanjiang town in the East, Fengshou Town, Shaoguo town and xinaili Mongolian township of Da'an City in the south across Taoer River, Zhenlai town in the west, Jianping town and Dongping town in the north, with an administrative area of 584 square kilometers.

History of construction
During the reign of Emperor Guangxu of the Qing Dynasty (1875-1908), it began to be developed.
In 1949, Heiyupao town belonged to Zhendong County; after the merger of Zhendong county and laibei County, it belonged to the Second District of Zhenlai county.
In 1958, it was changed into Heiyupao commune.
In 1984, the commune was transformed into a township.
In 2001, chatai township was merged into a town.
