Caowa township is a combination of Shangcun Township and louzipu Township in December 1995, with a total area of 50.5 square kilometers and 41 administrative villages. It has a population of 20313, 5625 households and 42788 mu of arable land. There are 1 middle school, 5 primary schools and 1 central kindergarten with 285 teaching staff.

Within the jurisdiction, there is a nursing home for the elderly, with Wuqiao experimental station of China Agricultural University, 11kv substation, animal and plant quarantine station, automatic meteorological observation point and other important departments. The township is adjacent to the county in the West and Wuqiao high tech Development Zone in the north.
