Hailongying, formerly known as hailongying administrative region, is under the jurisdiction of Tainan City. It has 8870 households in north latitude and longitude. history

In the early days of Xiaying District, it was close to the downwind inland sea. During the Ming and Zheng dynasties, the "youwuwei" corps camped here, so it was named "hailongying". Because it was stationed under "Dingying" and "Zhongying", it was called "Xiaying". In the early Qing Dynasty, the inland sea bifurcated into the inland, and the port went deep into hailongying, which made the maogangwei area prosperous today. Later, the inland sea was turned into land, which led to the siltation of Maogang's tail port, and the administrative center moved westward. In 1920, Taiwan's local system was reformed, and Xiaying village was set up here, which was under the jurisdiction of Zengwen County of Tainan Prefecture. After the war, Xiaying township of Tainan County was set up. on December 25, 2010, Tainan County and city merged and Xiaying township was changed into Xiaying district.
