Heihe town was originally under the jurisdiction of Aihui county. It is located on the right bank of the upper reaches of Heilongjiang Province, now in the urban area of Heihe City, where the municipal government is stationed.
General situation
Heihe Town, formerly known as "daheihe village", has a long history. According to the newly compiled Aihui county annals, in 1854 (the fourth year of Xianfeng in the Qing Dynasty), mark, who led the Russian army to invade Heilongjiang Province, went to the Heihe River and the xiaoheihe river. He said: when we passed the daheihe village, we saw about 40 earth houses scattered in the shade of trees. There are fenced vegetable gardens near every earth house. "The second small village, xiaoheihetun, on the same bank of the river, passes through the mouth of the Jieya river three miles below the village" (Mark's Heilongjiang journey).
History and culture
In the same year, the Qing government set up Kalun in daheihetun, which was under the jurisdiction of Heilongjiang vice capital. In 1858 (the eighth year of Xianfeng in the Qing Dynasty), after the signing of the agreement of peace between China and Russia, the population of the Russian coast increased sharply. "Hailanpao" residents mainly rely on China for food and daily necessities. As a result of cross-strait trade, some shops in Huicheng have set up branches in Heihe, and Heihe village has developed rapidly. In order to manage the trade between China and Russia, the vice governor of Huihui set up the boundary department in Heihe in the early years of Guangxu. In 1900 (the 26th year of the reign of Emperor Guangxu of the Qing Dynasty), the "gengzi Russian rebellion" happened. At 2 am on August 2, the Russian army crossed the river under the cover of artillery. The Chinese and Russian armies fought fiercely for 4 hours. The Heihe River was lost and the residents were forced to flee. On that day, the Russian army set fire to the daheihe village. On May 14, 1907 (the third day of April in the 33rd year of the reign of Emperor Guangxu of the Qing Dynasty), the Russian army withdrew from the Heihe River. Less than three years after the withdrawal of the Russian army, the number of households in Heihe increased by hundreds. In 1909 (the first year of Xuantong of the Qing Dynasty), Heilongjiang general played a decisive role and set up Heihe Prefecture in daheihe, which became a city. After the founding of the Republic of China, in June 1912, the military road Preparation Department of Huihui moved to daheihe and changed it into Heihe; in July, Heihe Prefecture was incorporated into Zhili Hall of Huihui and changed into the jurisdiction of Huihui hall. In March 1913, Huihui Zhili hall was changed into Huihui County, which was divided into one city, one town and three townships, and set up Heihe town. In September 1922, the Soviet Far East Republic set up a consulate in Heihe. On February 15, 1929, the Heihe municipal preparatory office was established instead of the Heihe office. After the fall of Northeast China, in May 1933, the Preparatory Office of Heihe municipal administration was abolished. In September of the same year, the office of feihui County moved to Heihe town. It became the capital of the puppet Heihe Province on December 1 of the next year. After that, Heihe street was set up. After the victory of the Anti Japanese war in 1945, Heihe district was set up in December of the same year; in November 1946, Jingyu district and Zhaolin district were set up separately; in April 1947, it was merged into the urban area of Heihe, which is not only the county seat of Huihui, but also the residence of Heihe Commissioner's office. After the founding of the people's Republic of China in 1949, the county and urban areas were set up and changed into the first district in 1951. It was changed into Heihe town in 1957. Heihe Town People's commune was established in 1958. In November 1980, Heihe city was set up on the basis of the original Heihe town. In 1981, Heihe town was abolished and four sub district offices were set up with a total area of 4.16 square kilometers and a total population of 49000. On June 1, 1983, Huihui county was merged into Heihe City and became the urban area of Heihe city.
