Xinmin Township is located in the middle of Chongming County, Shanghai. It is adjacent to Xinhe Township in the south, Yangtze River and Qianjin farm in the north, Daxin Township in the East and Datong Township in the West. The total area is 16.6 square kilometers, with 23816 mu of arable land. It has jurisdiction over 20 villages and 212 villager groups, with a total of 8654 households and 24872 people. The township government is located 0.5 km west of Xinfeng Town, 13.2 km away from the county. Xinfeng Town is a new market town in the 1960s, with a total length of 1 km and a Xinjiang highway running through the whole town. The grain yield per mu is only about 180 Jin. After liberation, 1670 mu of farmland was reclaimed from polders, nine major rivers including xinlugang, Jiehe and maojiali rivers were dredged, 92 standard ditches were excavated, and vehicle entrances and channels were built. The Electromechanical irrigation area accounted for 94.4% of the cultivated land. In 1984, the household contract responsibility system was implemented, and the output increased by a large margin. The total grain output was 22.8 million jin, and the total rapeseed output was 820000 Jin. The per capita distribution is 234 yuan.

At the beginning of the Anti Japanese War

At the beginning of the Anti Japanese War, the CPC Jiangsu Provincial Committee successively appointed Chen Guoquan, Mao Xun, and Han nianlong to set up Anti Japanese armed forces along the Jiehe River, to lead the people in the county to carry out the Anti Japanese and national salvation movement, and to set up the CPC branch of Qiangmin township.

Before liberation

Before liberation, there were frequent droughts and floods on the beach in the northern part of the township, and the crops failed all the year round. The grain yield per mu was only about 180 Jin. After liberation, 1670 mu of farmland was reclaimed from polders, nine major rivers including xinlugang, Jiehe and maojiali rivers were dredged, 92 standard ditches were excavated, and vehicle entrances and channels were built. In 1982, it invested 150000 yuan to dig 2600 mu of intensive fish ponds, with the total area ranking the first in the county. In 1984, the total output value of the township's sideline industry was 2.396 million yuan. By the end of this year, there were 123 households specialized in raising pigs, rabbits, bees, cattle, minks and mushrooms. rural industry was established in 1958, with 12 Township factories and 20 village factories in papermaking, knitting, yarn tube, frosting, copper bar, chemical industry, bakelite, hardware, etc. In 1984, the total output value of rural industry was 27.819 million yuan, accounting for 76.5% of the total industrial and agricultural output value of 36.3715 million yuan, with an annual profit of 3.986 million yuan. There are nearly 100 products, including hzaf high-efficiency low-noise axial fan, yellow and white wrinkled paper, plastic bobbin, mahogany crafts, zhuguque brand and Jintu brand woolen sweaters, which are well-known in the market. The paper mill is jointly operated with Shanghai Xinhua Paper Mill, and its output accounts for 45% of the planned production in Shanghai. The knitting factory is listed as the designated production unit of Shanghai Branch of China Arts and crafts import and Export Corporation. Its products are exported to more than 10 countries and regions such as Singapore and Sweden. Xiejia town and Rixing town were the main market towns in the area before liberation, and gradually declined in the late 1950s. Before liberation, there were only three complete primary schools and six junior primary schools in the township. In 1984, there were 2 junior middle schools with 770 students and 13 primary schools with 2201 students. The township hospital has 60 beds.
