Historical evolution
During the reign of Emperor Kangxi of Qing Dynasty, tumenchang town was completed.
From the 20th year of Emperor Kangxi to the 3rd year of Xuantong in Qing Dynasty, Mianzhu County had 73 regiments in one city. The county set up the regiment Training Bureau and the township set up the regiment training office. The regiment consisted of 100 heads and 1000 heads. Tumen town is under the jurisdiction of the first, second, third, fourth and fifth regiments. The township regiment training office has one Baozheng, one Xunfeng, one tuanzheng, and one a below the regiment, including the head of a hundred households.
After the establishment of the Republic of China, the Weilian Bureau of the Qing Dynasty was abolished as the League general system. The county had one magistrate and one Ba general. Each township had one principal and one deputy director of the League general bureau. Tumen was a township outside Xicheng under the jurisdiction of Mianzhu County, still had one, two, three, four and five regiments under its jurisdiction.
In the 24th year of the Republic of China (1935 AD), the League general system was changed to the joint guarantee system, with the county as the guarantee, and several guarantees as the joint system. The joint guarantee office was set up, with one director and one deputy director, and one director and one deputy director. At that time, Tumen was unified by the county, with two joint guarantees of Tumen Denglin and 56 guarantees under the jurisdiction of the two joint guarantees.
In the 29th year of the Republic of China (1940 A.D.), the new county system was implemented, and the joint insurance system was changed into the Township insurance system. The county was divided into 19 townships and one town. The joint insurance of Tumen and Denglin was merged and divided into Tumen Township, and the Township Office was set up. The village of Tumen was set up with Bao and Jia, which became the unit of township organization. There were 13 guarantees in total, and 15 households below Bao were 1 A.
In 1949, the people's Republic of China was founded. Tumen was liberated on December 27 of that year (the eighth day of the first winter of the lunar calendar). The Chinese people's Liberation Army sent comrades to assist in the work of Tumen. At the same time, representatives of rural farmers were created to take charge of the work.
In October 1950, the farmers' Association was established with 13 branches.
The people's Government of Tumen township was established in December 1950. After the land reform, the Township People's Committee was established in February 1953, with 13 villages under it.
In May 1954, due to the large area of Tumen Township, the county decided to divide it into two townships: Tumen Township and sheshui township.
In May 1956, in order to meet the administrative needs, Tumen and sheshui townships were merged into one Tumen Township with 14 villages.
After entering the great leap forward in 1958, the people's commune was established to carry out military management. According to the establishment of the armed forces, Tumen was divided into 1 regiment, 4 battalions and 13 companies. That is to say, the 13 villages under the jurisdiction of Tumen will be changed into 13 companies. On the basis of the company, Tumen will be divided into 4 battalions and the whole Commune will be divided into 1 regiment.
In 1960, the original company was reorganized into a management area, and the township was divided into 18 management areas.
In August 1962, the system was decentralized, and the management area under the original Tumen commune was renamed brigade.
After the beginning of the cultural revolution, the Tumen commune set up a revolutionary committee in October 1969, and the brigades set up revolutionary committees in 1970.
In 1978, the commune and brigade set up a management committee.
In 1984, the Tumen commune management committee was abolished and the Township People's government was established. In March 1984, the brigade management committee was abolished and the villagers' committee was established.
On August 26, 1988, Tumen withdrew its township to build a town.
On December 11, 2019, the people's Government of Sichuan Province agreed to change the name of Tumen town to Lutang Town, taking the administrative area of the former Tumen town as the administrative area of Lutang town.
