History of construction
During the Anti Japanese War, Xiaoshan Township belonged to the fourth district (Xiaoshan District) of Wudi County.
In September 1945, it was a small mountainous area in Wudi County.
In December 1963, Xiaoshan commune was established.
In June 1965, it was Xiaoshan commune in Haixing County.
In April 1984, it was changed to Xiaoshan township.
In 1995, Fu Zhaoxiang was incorporated into the city.
