Baihe Town, a town under the jurisdiction of Dongxing District, Neijiang City, Sichuan Province, is located in the east of Dongxing District, 26 kilometers away from the urban area. It governs 18 administrative villages, 1 community, 203 communities, with a total population of 29021 (2017), 24 party branches and 913 CPC Members. Baihe Town built "Chaotian pepper production base" in 1999. The annual planting area is 10000 mu, the annual output of fresh pepper is 10000 tons, and the annual sales revenue is 15 million yuan. The per capita income of farmers is 435 yuan, and the main varieties are Chaotian pepper and Qixing pepper. Its characteristics: small, bright red, spicy and delicious. In baihechang Town, the largest fresh pepper market in southern Sichuan has been established. Its sea peppers are mainly sold to more than 10 provinces and cities, such as Chengdu, Yibin, Zigong, Hunan, Guangdong, Henan, Xinjiang, Hainan and Changzhou, enjoying the reputation of "Sichuan sea peppers city".

Baihe Town has 28633 mu of cultivated land, including 15984 mu of paddy field, 7 reservoirs (732 mu of water area), 207 shanpingtang and 49 shiheyan.
