Haiyang Town, belonging to Haigang District, Qinhuangdao City, Hebei Province, is located in the northwest of Haigang District, with Tanghe in the East, Qinhuangdao Economic and Technological Development Zone in the south, Shenhe in the West and duzhuang in Funing District in the north. The maximum distance from east to west is 8 kilometers, and the maximum distance from north to south is 5 kilometers. The total administrative area is 25.76 square kilometers. By the end of 2018, the number of registered residence in Haiyang town was 20854.
It was built in Liao Dynasty. In Ming Dynasty, it was Haiyang town. In November 1948, it was the residence of Linyu county government. In 1953, it was Haiyang district with seven townships. In July 1954, Linyu county was abolished and merged into Funing district. In 1958, it belonged to Haiyang commune. In 1984, it was changed to Haiyang town. In January 1995, it was included in the harbour area. As of June 2020, Haiyang town has jurisdiction over 17 administrative villages. The town people's government is located in the south of Haiyang section of national highway 102.
In 2011, the total financial revenue of Haiyang town was 14.303 million yuan, an increase of 24% over the previous year. In 2018, there were 69 industrial enterprises in Haiyang Town, including one above scale, and 16 comprehensive stores or supermarkets with a business area of more than 50 square meters.
