Gulou Street was established in April 2001 when Huozhou City merged towns. The total area of Gulou Street is 5.1 square kilometers and the cultivated area is 932.75 mu. It has four rural neighborhood committees (Nanjie, Xijie, Beijie and Beifeng) and seven urban neighborhood committees (guanpo, housai, Pianmen, Nantong, Qiaoxi, Chezhan and Gunan), with a total population of 25061 (in 2010).
