Gulou Street was established in April 2001 when Huozhou City merged towns. The total area of Gulou Street is 5.1 square kilometers and the cultivated area is 932.75 mu. It has four rural neighborhood committees (Nanjie, Xijie, Beijie and Beifeng) and seven urban neighborhood committees (guanpo, housai, Pianmen, Nantong, Qiaoxi, Chezhan and Gunan), with a total population of 25061 (in 2010). Under the jurisdiction of the Party Working Committee of the office, there are 12 Party branches, 281 party members and 14 leading members of the office, all of whom have a college degree or above. There are 52 leading members of the grassroots neighborhood committees, including 33 in rural areas and 19 in urban areas.
