He was born in Wulichong, Dingjiagang Township, Changde County, Hunan Province in 1899. He studied in the second middle school of Hunan Province when he was young. He was admitted to the Huangpu Military Academy in 1924 and was assigned to the Political Department of the academy as an officer after graduation. In 1925, he went to Moscow to study at Sun Yat sen University (Moscow Sun Yat sen University). He agreed with Trotsky and was sent back to China.

In early 1928, he went to Xuzhou to meet Chiang Kai Shek as a student of Huangpu phase I. He was awarded the rank of lieutenant colonel and assigned to work in the general headquarters. In 1932, he served as the captain and adjutant of the chairman's room. In 1933, he served as the head of the major general of the Secret Service Regiment, and later as the head of the first military police regiment. In 1936, he served as deputy commander of major general of the eighth division of the army and stationed in Tianshui. After the Xi'an Incident, he was ordered to lead the Ministry to Xi'an. After learning that the incident was peacefully resolved, he stayed in Baoji. He was transferred to Jiangsu in 1937. After the Lugouqiao Incident, he was transferred to Shanghai. During the Anti Japanese war in Songhu, he led his troops to fight with the Japanese army for 10 days and nights to block the Japanese army. When the troops changed defense, the Japanese took the opportunity to pounce. He saw that the friendly troops were in a hurry to fight, and the defense line was in danger of being broken. He also took the lead and encouraged the soldiers to go to the battlefield. After a fierce battle, he finally defeated the Japanese army. In October, he was transferred from Shanghai to Nanjing as deputy commander of the gendarmerie. In December, Nanjing was in danger and led the military police headquarters to withdraw to Changsha. In October 1938, the three towns of Wuhan were lost, and the Japanese army approached Hunan. On the afternoon of November 12, he led the military police headquarters to transfer to Zhijiang in Western Hunan. After the Changsha fire, Chiang Kai Shek ordered him to take 50000 yuan in cash and a military police regiment to Changsha for disaster relief. After arriving at Changsha, he took part in the work of the disaster relief committee, handled disaster relief affairs, and was responsible for guarding and restoring social order in Changsha. At the end of 1940, the military police headquarters moved from Zhijiang to Chongqing. In 1941, he was promoted to commander of the gendarmerie. Zhang Zhen was an expert in the Kuomintang's military police, which flourished under the command of Zhang Zhen. As the commander of the Kuomintang "Eagle dog" army, he is famous for obeying orders and strict law enforcement. Tang Shengzhi, a general of the Kuomintang, was the commander of the Nanjing defense war at the beginning of the Anti Japanese war. He once recalled that in this campaign, many Kuomintang generals disobeyed the command. However, he praised Zhang Zhen and his military police regiment for their obedience and strict discipline.
The end of the Anti Japanese War
After the victory of the Anti Japanese War, Mao Zedong flew to Chongqing for negotiation. During the negotiation, Li Shaoshi, a cadre of the Eighth Route Army, was shot dead. In order to protect Mao Zedong's safety, Zhou Enlai called him and put forward the requirement of protecting Chairman Mao Zedong. In accordance with Zhou Enlai's instructions, he personally escorted Mao Zedong to his residence, and ordered Cai Longren, the head of the ninth regiment of the gendarmerie (a person from Changde who had close personal relations with him), to be specifically responsible for the special protection of Mao Zedong. When Mao Zedong left Chongqing for Yan'an, he personally escorted him to the airport. Zeng Jiayan memorial hall also displays pictures of Mao Zedong shaking hands with him at the airport. Zhou Enlai once told Luo Qingchang, the head of the relevant departments of the central government, not to forget the good deed done by general Zhang Zhen in Taiwan. Premier Zhou mentioned many times that Zhang Zhen had made a great contribution to the negotiations in Chongqing, and he still remembered it before he died. In June 1946, the military police headquarters moved back to Nanjing from Chongqing. He served as the military police commander and was also elected executive member of the Central Committee of the Kuomintang and central supervisory committee of the three Youth League. Later he served as commander of the capital garrison.
In February 1949, on the eve of the Chinese people's Liberation Army crossing the Yangtze River, he led the military police to withdraw from Nanjing to Qianyang, Guangzhou, and Chongqing with the Kuomintang government. Later, he flew to Hainan Island with Zhou zhirou, commander of the air force, and immediately transferred to Taiwan. He died in Taipei in February 1950 at the age of 51. Later, he was buried in area 2, Texun District, Wuzhishan National Army cemetery, Taipei.
Under the leadership of Wu Tianhe and Li Chufan, deputy commanders of the Southwest Military Police, they uprised in Chengdu and Kunming respectively and joined the ranks of the Chinese people's Liberation Army. So far, the Kuomintang gendarmerie completely disappeared in the mainland.
