social undertakings
education
Before the founding of new China, there were basically no schools in the territory, only some private schools. The children of poor families could not afford these private schools. Only the children of rich families could afford them. After the founding of the people's Republic of China, a number of schools were built in China. However, because the government did not attach importance to education at that time, there were no fixed places for schools. Some of them were run in private houses, some in cowsheds, and some were directly taught in the open air. At that time, there were basically no teaching aids. The "schools" running in cowsheds or private houses had only one blackboard. Because there are no teaching aids in physics and chemistry, we can only "speak" but not practice. In 1966, when the "Cultural Revolution" began, students called their teachers "ghosts and snakes". Teachers did not dare to teach and students did not want to learn. Schools in China closed down many times and returned to school many times. Zhang Tiesheng's study style of "not learning ABC, but acting as a successor" and "a white paper hero" spread among the students, but few of them studied hard. Sports equipment, teaching equipment, books and other facilities are zero. The quality of teaching is low, and the enrollment rate of school-age children is less than 70%. Since 1978, the trend of education has gradually improved. 12 primary schools and 1 junior high school have been built in the territory. In 1990, there were more than 2500 students in school. After the 1990s, Zhaonian Central Primary School (later renamed Binhe Central Primary School) was established on the basis of Xinnong primary school. In 2000, due to the merger of villages and towns, Binhe Central Primary School was renamed Zaohe second central primary school. Since then, the number of students has been decreasing, and village primary schools have been merged. In 2010, the junior high school (Zaohe No.2 Middle School) in the territory was also cancelled, and its student education and teaching equipment was merged into Zaohe junior high school in Hubin new area at one time. By 2020, there will be 1 primary school (Zaohe No.2 Central Primary School in Hubin New District) and 3 kindergartens (Zaohe No.2 primary school headquarters, Yannan kindergarten, Yuandian kindergarten, and private kindergartens) in Binhe town.
Cultural undertakings
Film and television
Before the founding of the people's Republic of China, there was no film team in the territory. The relevant departments of Suqian County once played slide shows and silent films here several times. In the 1970s, the commune purchased a projector, and the projection mode was basically open-air projection. After 2000, with the continuous improvement of the Internet and living standards, the number of films shown by film projection teams is less and less. By 2020, the film screening team has been disbanded for many years.
In the 1970s, some brigades and communes bought TV sets, which were watched by special personnel for the whole village and the people from shiliba village to watch in their spare time. With the continuous improvement of living standards, as of 2000, most of the residents in China had purchased TV sets, and most of them were color TV sets. With the popularity of computers and intelligent devices, there are fewer and fewer people watching TV.
radio broadcast
In the 1970s, there was only one amplifier in the territory, and the staff of the cultural station also worked as a broadcasting line, installing a loudspeaker on the street, mainly to relay the programs of the county station. At the end of the 20th century, several loudspeakers were installed on the poles of administrative villages in order to achieve the purpose of broadcasting and television. For this purpose, the relevant departments also set up cement poles, cables and other equipment and facilities.
medical and health work
Up to 1994, Zhaonian health center had 21 beds and 38 health technicians, and 10 village clinics and 20 health technicians. By 2020, Zhaonian Health Center (now known as Binhe hospital) is located in Xinnong community.
