Fushui town belongs to Shangnan County, Shangluo City, Shaanxi Province. It is located in the east of Shangnan County, the middle and upper reaches of heiqi River, adjacent to Xixia County of Nanyang City in the East, Qingshan town in the south, Chengguan town in the West and Lushi County of Sanmenxia City in the north. The maximum distance from east to west is 16 kilometers, and the maximum distance from north to south is 12 kilometers, with a total area of 147 square kilometers.

Historical evolution
During the reign of Yuanhe in Tang Dynasty (806-820), the name of "Yangcheng" was changed to "fushuiyi" because the word "Yangcheng" was the same as the name of Yangcheng, a counsellor of Tang Dezong. In Qing Dynasty, it was changed to "fushuiguan".
The spring and Autumn period belongs to Chu.
In the Western Han Dynasty, it belonged to Shang county.
In 1950, a water rich area was set up.
In 1958, Fushui commune was established.
In 1984, it was changed to Fushui town.
