Historical evolution
It got its name because the town government was stationed in Baixi village.
The ancient city of tuyi in the Western Zhou Dynasty was in the territory.

Bailiang Shousheng Temple Pagoda
Bailiang Shousheng temple tower is located in Bailiang Town, Heyang County, Weinan City, Shaanxi Province, commonly known as Bailiang tower.
Built in the late Tang Dynasty, Bailiang Shousheng pagoda is one of the first batch of key cultural relics protection units in Shaanxi Province announced in 1957. It is a square brick solid tower with dense eaves, 31.73 meters high. It was originally 13 levels, but now 12 levels. In 1663, the second year of Emperor Kangxi of Qing Dynasty, led by Wang Youdan, a Jinshi, built a retaining wall around the bottom of the tower to strengthen its foundation. Due to the south, there was a door opening leading to the tower. The hole was inscribed "Ciyun cave". The stone tablet recording this event is now embedded on the North floor of the tower. In 1985, the Bureau of cultural relics of Shaanxi Province appropriated funds for maintenance. The retaining wall was removed and nine iron hoops were added to restore the original appearance according to the principle of "repairing the old as the old". Bailiang tower is located on the South Bank of Bailiang River, overlooking Xushui in the south, Yellow River in the East and Zhiyuan in the north. It is one of the famous places in Heyang.
On May 25, 2006, Bailiang Shousheng Temple Pagoda was listed as the Sixth Batch of national key cultural relics protection units by the State Council.
