It is a township level administrative unit under the jurisdiction of Coqin County, Ali Prefecture, Tibet Autonomous Region of the people's Republic of China.

Coqin County governs the township. Located in the northeast of the county. It's connected to NIMA county. The resident population was 2923 (2017). In 1964, the magnet area was established. In 1996, it has a population of about 2600 and governs five townships: Daoqing Township governs two administrative villages, jiarao Township governs three administrative villages, Gema Township governs three administrative villages, nylon Township governs three administrative villages, and Mendong Township governs three administrative villages. In 2001, the district was withdrawn and the township was merged, and Cishi township was established (Mendong village was under the jurisdiction of Coqin town). It has jurisdiction over jiarao, Daoqing, Gema and nylon4 villages and is stationed in Gema. In 2000, there were 2237 permanent residents in Cishi township (Wupu).
