Luoshui town is located in the southwest of the central part of Xuanwei City, bordering Hongqiao street and Wanshui street in the East, Banqiao Town in the south, Reshui town and Xize Township in the west, and Xining street along Beimu mountain in the north. The town government is located in Luoshui village, 20km away from Xuanwei City.
As of 2017, the administrative area of Luoshui town is 232.22 square kilometers, with a permanent population of 37988.

Evolution of organizational system
Luoshui town is named Luoshui cave because there is a karst cave one kilometer to the west of the residence. In the early years, the accumulated water in Fangyuan sea dam fell from the cave, so the village is named Luoshui cave. The town gets its name from the residence, which is called Luoshui for short. From the Western Han Dynasty to the Tang Dynasty, the whole area of Luoshui belonged to Jianwei County, Shangli County, Jianning county and Mazhou county. The two Song dynasties belong to the Department of Momi Hall of wuman in Donglong. In 1726, it belonged to Zhanyi Prefecture, Qujing Road, Zhongshu Province, Yunnan Province, Xuanwei Prefecture in the Qing Dynasty, eight districts (hot water district) in the period of the Republic of China, and seven districts (Banqiao District) in the southeast. In the 19th year of the Republic of China (1930 Ad), the township was abandoned and expanded, belonging to Shuyi Township, Hongqiao Town and Banqiao Town. In 1949, it belonged to the new four districts. In 1950, it belonged to the West District of the city (three districts). At the end of 1952, the western district was divided into seven districts (Banqiao District). In 1953, it was a pioneer commune. In 1961, it was Luoshui commune, Hongqiao commune in the East and Matou commune in the south. In 1963, it was restored to Banqiao district. In 1970, it belonged to Banqiao commune. in 1973, it was separated from Banqiao into Luoshui commune. in 1984, it was renamed as the falling area. In 1986, the district was withdrawn and the township was established. in 2001, the township was set up, now known as Luoshui town.

The luoshuizhen mountains belong to the Wumeng Mountain system, with its trunk running northward, and its northwest and northern borders are chifengdingliangzi, laoguanyingliangzi, bimoshan, liugouliangzi and jiexiyangtangliangzi, with a length of more than 20 kilometers and an altitude of more than 2300 meters. One branch in the South extends from Lishan to the northeast and enters the south. It connects Lancao Dahua mountain, matu mountain, hollow mountain, houjiafen mountain to Bijia mountain to the northeast, stretching for more than 20 kilometers. The northern branch is from xiyangtangliangzi to the south, passing liugouliangzi, qinggoupo, Dakouzi to Xiaokouzi, about 12 km long.
