Kunming National High tech Industrial Development Zone

Kunming National High tech Industrial Development Zone (hereinafter referred to as Kunming high tech Zone) is composed of two areas: the west area (Wuhua heilinpu area) of 5 square kilometers and the east area (chenggongma Jinpu area) of 86.88 square kilometers, with a total population of 85759 in 2010. Kunming high tech Zone implements the management system of Co Construction of provinces and cities, with the city as the main body. It is directly managed by Kunming City, and does not belong to the national legal administrative division.

Basic information

Kunming National High tech Industrial Development Zone (hereinafter referred to as Kunming high tech Zone) is the first national high tech Industrial Development Zone in Yunnan Province approved by the State Council in 1992. In April 2012, it was identified by the Ministry of science and technology as one of the first batch of "national innovative characteristic Park" pilot parks in China. After the implementation of substantive management in 2008, Kunming high tech Zone is composed of two districts, namely the West District (Wuhua heilinpu District) (5 square kilometers) and the East District (chenggongma Jinpu District), with a total population of 85759 in 2010.

Since its establishment, Kunming high tech Zone, adhering to the purpose of "developing high technology and realizing industrialization", has accelerated development and construction in an all-round way, vigorously promoted industrial agglomeration, continuously improved innovation ability, and continuously expanded economic scale. It has made due contributions to promoting high tech industrialization, promoting the transformation of development mode, and driving the coordinated development of regional economy. Kunming high tech Zone has been approved as "national innovative characteristic Park pilot" and "national intellectual property pilot park" by relevant national ministries and commissions.

Economic aggregate

In 2011, Kunming high tech Zone took the lead in becoming the first park in Yunnan with a total revenue of over 100 billion yuan. In 2016, the total operating revenue was 180 billion yuan. According to the 13th five year plan of the park, the total revenue will be over 230 billion yuan by 2020, and strive to reach 250 billion yuan. In 2016, the investment in fixed assets above designated size was 14 billion yuan. In 2016, the actual scale of foreign investment was 117 million US dollars.

By the end of 2016, there were 191 high-tech enterprises in Kunming high tech Zone. Among the 23 A-share listed enterprises in Kunming, 7 are registered in the high tech Zone, and 4 have a revenue of more than 5 billion yuan. Among them, Yunnan copper, tin and Guiyan platinum have a revenue of more than 10 billion yuan, reaching 59.2 billion yuan, 33.4 billion yuan and 10.8 billion yuan respectively. There are 61 new third board companies registered in Kunming, of which 14 are registered in the high tech Zone.

In 2019, the general budget revenue of the high tech Zone will be 2.379 billion yuan. The main business income was 224.18 billion yuan. The total output value of industries above designated size was 62.522 billion yuan, an increase of 10.6%, and the added value of industries above designated size increased by 10.1%. There are 8 new enterprises above the designated size in the park, and 81 Enterprises above the designated size in the park. 5.36 billion yuan was invested in fixed assets above designated scale. There are 1 building with tax revenue of 100 million yuan and 2 buildings with tax revenue of 10 million yuan. Foreign trade import and export reached 3.18 billion US dollars. Retail sales of consumer goods reached 6.51 billion yuan.

In 2015, the total financial revenue of Kunming high tech Zone was 4.081 billion yuan, and the local public budget revenue was 1.805 billion yuan. At present, there are 185 high-tech enterprises. There are 82 Industrial Enterprises above Designated Size and 108 enterprises with sales revenue of over 100 million yuan. There are 10 listed companies and 12 listed companies on the new third board. The investment in fixed assets above designated scale is 11.6 billion yuan; the investment in infrastructure is 1.388 billion yuan; the actual amount of foreign capital introduced is 10.53 billion yuan, and the actual use of foreign capital is 383.253 million US dollars; 219.947 mu of land has been collected and stored; 9 projects have been started and 6 projects have been completed.

Industrial base

Kunming high tech Zone mainly develops three industrial clusters: biomedicine, it and modern service industry, and new material and advanced equipment manufacturing industry. The industry of the zone presents a trend of cluster, specialization and characteristic development. New materials and equipment manufacturing industry and biomedical industry accounted for 55% and 23% of the total revenue respectively. Among them, "Yunyao" was approved by the Ministry of science and technology as the first batch of 41 national innovative industrial cluster cultivation pilot.

Among them, the total business income of its biological industry has reached 40.8 billion yuan, and the total industrial output value of biomedical Enterprises above designated size has accounted for 80% of the province. There are 247 biopharmaceutical and bioengineering enterprises such as Kunming Pharmaceutical Group, Bayer Dianhong, Longjin pharmaceutical, Institute of medical biology, Chinese Medical college, etc.

According to the plan, by the end of the 13th five year plan, Kunming high tech Zone will build a new metal material industry with a total income of 200 billion yuan, a biomedical health industry with a total income of 100 billion yuan, and an it and modern service industry cluster with a total income of 50 billion yuan.

Kunming high tech Zone introduced 14.1 billion yuan of foreign capital and utilized 110 million US dollars of foreign capital. Enterprises and projects such as Yunnan Chuang Neng feiyuan, airen medical testing, Yunnan Jingfang biology, Yunnan Keats regenerative medicine, Yunnan yuansantang, Bertoni's "new central factory", Shandong Lanfu's "Kunming electron accelerator irradiation", Fengde medical third center, Yunnan cell engineering center's "cell Industrial Park", and Watson's "science and technology innovation center" were introduced.

Kunming high tech Zone has 19 national technological innovation bases, 4 national engineering technology research centers, 1 National Engineering Laboratory, 7 national enterprise technology centers, 1 National Enterprise Key Laboratory, 3 national research institutes, 9 academician workstations, 8 expert workstations, 9 postdoctoral workstations, and a science and technology incubation base of 515000 square meters.

In 2019, the high tech Zone was approved as "the fourth batch of national green parks", "the first batch of new industrialization industrial demonstration base of biomedicine in Yunnan Province", "the first batch of new industrialization industrial demonstration base of equipment manufacturing in Yunnan Province". There are 34 new high-tech enterprises. The effective number of invention patents is 2366. Four new municipal enterprise technology centers were added. 44 enterprises have settled in Gaochuang Park, introducing 25 national level talents, 74 provincial-level talents, 7 provincial-level innovation teams, 36 municipal level talents, and 8 high-level talents in Yunnan Province. Majinpu campus of Yunnan Metallurgical technical school is recognized as a provincial skill training base.

Park environment

Promote the transformation of the built-up area into a new high-quality science and technology and business district with coordinated development of headquarters economy, R & D incubation base, science and technology finance, modern service, civilized and harmonious community. Vigorously promote the construction of industrial base in the new city. 48 kilometers of roads have been built, covering 21 square kilometers. Supporting facilities such as water plant, sewage treatment plant, transformer substation, natural gas station, garbage transfer station have been built, and standard plant and incubator have been built, covering an area of 430000 square meters.

System and mechanism

We should firmly establish the awareness of the special economic zone, be bold in innovation, venture and try, build the management and operation pattern of "small institutions and big services", and implement the approval service process of "one building for office, one window for external". We should carry out the cadre appointment system and the whole staff appointment system, break the boundaries of identity, select and employ people based on their virtue and ability and on their actual achievements, and stimulate and maintain the passion for entrepreneurship. A series of policies and measures have been formulated to create policy "depressions" around investment promotion and industrial development.

Honors

In September 2019, it will be included in the list of green parks of the Ministry of industry and information technology.

On March 4, 2020, it was rated as the national new industrialization demonstration base by the Ministry of industry and information technology.
