During the Ming and Qing Dynasties, Jiuduhe belonged to Changping Prefecture. In the early Republic of China, it belonged to Changping County. In 1945, it belonged to Huairou County. In 1958, it belonged to Bayi people's commune. In 1961, Huangkan people's Commune and Huanghuacheng people's commune were established. 1983. Commune changed to township. In 1998, Huangkan and Huanghuacheng were merged into Jiuduhe town. By the end of 2018, the nine population of the town had 17397 registered residence. As of October 2019, Jiuduhe town has 1 community and 10 administrative villages, and the town government is located in Huangkan village, Jiuduhe town.

Jiuduhe town is located in the shallow mountain area at the south foot of Yanshan mountain, with high terrain in the north and low terrain in the south. Fengtuoliang, the highest peak in the territory, is located at the junction of Yanqing County in the north, with an altitude of 1529.7 meters.
