Yaoling Township
Jiange County governs the township. Shiban township was set up in 1952, merged into Bailong Township in 1955, reformed into Shiban commune in 1961, renamed as Yaoling commune in 1981, established Yaoling Township in 1984, merged into Bailong town in 1992, and resumed in 1995. Located in the southeast of the county, 51 kilometers away from the county government. It covers an area of 58.51 square kilometers and has a population of 5524 (2017). The road is open. It has jurisdiction over seven village committees: huanglin, Shuangbei, Shanling, Yong'an, loufang, Tangjia and Shizi. Agricultural production of rice, corn, wheat, rapeseed, tobacco.
General situation
There are six villager groups in huanglin village, Yaoling Township, with a population of 5524 (2017) and a cultivated area of 2435 mu. Due to the inconvenience of transportation and information, the development of rural economy is seriously restricted. It is the dream of generations of huanglin people to change the conditions of agricultural production and build village roads open to traffic in sunny and rainy days. They have also been running around, fighting for projects and funds. After all, they came back empty handed. The village branch and the village committee are well aware of the sufferings of the masses, but due to the weakness of the collective economy, the dream of huanglin people has always been difficult to realize.
Development and construction
Construction of pumping station
The third group of huanglin village, because of its large land, little farmland and low grain yield, lives by the river to buy rice. Some villagers propose to build irrigation stations. In 2003, Zhao xiangtian, the Secretary of the village branch, convened a group of villagers to discuss and plan the construction of the pumping irrigation station, held a meeting of members, and decided to raise 230 yuan per mu according to the benefit area to purchase equipment and pay the wages of Stoneworkers. After one month's construction, a pumping station with irrigation area of 100 mu has been built. The yield of the newly added irrigation surface increased by 500 Jin per mu, and the villagers recovered their investment in one year. The masses were very satisfied and praised the cadres for doing a practical work for the masses. The village branch and the village committee took advantage of the situation and held several villagers' congresses. They decided to rebuild six earth weirs into Shihe weirs. According to the benefit area, they raised 100 yuan per mu and added 400 mu of irrigation area. The villagers recovered their investment that year.
Building village roads
The village branch and the village committee have successfully completed the transformation of water conservancy facilities through the method of "One Discussion on one issue", and summed up that "the masses' affairs are discussed by the masses and managed by the masses". In the past, the concepts of waiting, relying and wanting can only bind their own hands and feet, and the appearance of the village depends on their own transformation. On March 4, 2004, the two committees of the village held a meeting of Party members and cadres. The participants made suggestions and suggestions one after another, and finally reached a consensus: to build village roads with the method of "one case, one discussion". The village is 9.5km away from Bailongchang. It will cost 650000 yuan to build the road, which is not easy for the poor huanglin people. The two committees of the village are determined to lead the whole village people to fulfill the long cherished wish of several generations with their own hands. In order to get the recognition of the villagers, the two committees have done a lot of work. First, with the assistance of the township party committee, the villagers' meeting system has been formulated to clarify the villagers' right to propose, vote and suggest, so as to legalize the main body of discussion; second, the village affairs publicity system and the democratic financial management system have been revised to give full play to the villagers' rights to participate in management, decision-making and supervision; third, the village rules and regulations have been formulated to act according to the system and manage people with the system, It ensures the smooth implementation of "one case, one discussion". Second, through broadcasting, conferences and other forms, it is widely publicized that road construction is a way to enrich the people for the development of rural economy and to facilitate the people's life. Third, cadres should be grouped and organized, and symposiums should be held to let villagers speak freely. Those who have concerns about their thoughts should come to work repeatedly and do a good job of mobilization. The fourth is to organize village group cadres and villagers' representatives to visit and investigate, learn from others' spirit of hard work and changing the appearance of the village, and speak to the villagers after returning to the village, so as to stimulate the enthusiasm of the villagers. Fifth, widely listen to the opinions of the masses, adopt reasonable suggestions, improve work and gain the trust of the masses. On March 22, 2004, the village committee held a villagers' meeting and passed the resolution on village road construction. In order to ensure the smooth implementation of the project, the two committees of the village deeply feel that they have a great responsibility. In order to ensure the smooth implementation of the project, they adopt the "one case, one discussion" method, the funds are managed by the representatives elected by the villagers, all expenditures are reviewed by the representatives elected by the villagers, the project quality is checked and accepted by the representatives elected by the villagers, the villagers invest and work, make regular public announcements, and accept the supervision of the masses, forming a set of democratic management, democratic supervision, and democratic decision-making mechanism System. In just three months, a 6-meter-wide, 9.5-kilometer-long "yellow (forest) and white (Dragon)" standard mud gravel road has been completed.
Other construction
The tireless huanglin people are not satisfied with the improvement of production and transportation conditions, and they have new requirements for life. In 2005, under the leadership of the two committees of the village, through the method of "one case, one discussion", we successively implemented the optical fiber project and the natural gas project, installed 148 program-controlled telephones and 85 cordless telephones. The two committees of the village said that it is necessary to carry out the project of drinking water for human and livestock with the method of "one case, one discussion" and strive to level a well. Today's Huang Lin, cooking without drinking, sitting at home to know the world, a telephone line connected to the outside world, a stone river weir to ensure that do not rely on heaven to eat, a road connected to the well-off road. This is the beautiful home built by huanglin people with their own hands.
Population data
(data of the fifth census) the total population is 5524 (2017).
economic development
Yaoling Township tea farm in Jiange county was founded in the 1970s. It is an educated youth farm aided by Sichuan Normal University. It is located in group 1, Shanling village, Yaoling Township, covering an area of 250 mu. After the educated youth returned to the city in the early 1980s, the Party committee and government of Yaoling Township, in order to preserve the industry and prevent it from being abandoned, gave it to the primary school of Yaoling township for free. Because the main task of the school is to teach and educate people, and there is no professional talent, technology and labor in tea planting and tea making, the management of the school is in vain. In more than 20 years since the school operated the tea farm in Yaoling Township, the tea farm was basically in a disordered state, with no one to weed, fertilize, and even manage. During the tea picking season, villagers from several nearby villages and towns, such as Yaoling, Bailong, Hefeng, Guangping and Longyuan, come here to pick tea freely and plunder, which makes the tea farm in Yaoling Township go from bad to barren. In 2006, after the reform of forest property right system, Yaoling Township Primary School returned the barren tea mountain to the village committee of Yaoling Township, where the property right is located. In October 2007, the Party committee and government of Yaoling Township introduced the owner Hu Ping to contract the operation of Yaoling Township tea farm. Hu Ping signed a 50 year contract with Shanling village of Yaoling township. After the contract was signed, Hu Ping, the owner, paid a lump sum contract fee of five years at the contract price. In February 2008, Hu Ping, the owner, invested more than 2000 yuan to build the road up the mountain. In March, Hu Ping, the owner, invested more than 20000 yuan to ask the local labor force to weed. All kinds of weeds and shrubs accumulated in the tea garden over the years were removed by hand. She also invested 15000 yuan to hire three rotary tillers to plough the tea garden in 15 days, and invested 5000 yuan to ask the technical personnel to clean the uneven tea garden The branches of the tea tree were pruned once. Under the careful management of the owner Hu Ping, the tea farm in Yaoling township has undergone earth shaking changes. Local villagers commented that since the establishment of the tea farm in Yaoling Township, no thorough weeding and ploughing has been carried out, and no one has ever managed it as carefully as the current boss. The original deserted Yaoling tea farm now has hope.
