Shilu town
Shilu town belongs to the Changjiang Li Autonomous County of Hainan Province. It is located in the east of the county. It is the seat of the government of the county and the political, economic, cultural and traffic center of the county. It is adjacent to Rongbang Township, Bangxi Town, Qifang town and Jinbo township of Baisha Li Autonomous County in the northeast and East, qicha town in the south, Chahe town and shijitian town in the West and Haitou town of Danzhou City in the north. Shilu town is located in the western industrial corridor of Hainan Province, with obvious location advantages.
The Island West Ring Railway (Guangdong Hainan railway), S110 (Expressway) and g225 (Haiyu west line) run parallel from north to south. Shilu and taipo have been planned as two major groups of Changjiang Industrial Development Zone. The town has 71200 mu of arable land, including 11000 mu of paddy and dry land, 60200 mu of slope garden, 93200 mu of forest land, of which 33000 mu of commercial forest, with a forest coverage rate of 67%.
General situation
Shilu Town, the seat of Changjiang Li Autonomous County Government, is the political, economic and cultural center of the county. After the reform and opening up, the hard-working people of Changjiang break the old shackles, open up new fields, step on every rhythm of reform, work hard, and constantly improve their infrastructure. The municipal construction in Shilu city is different from that in the new moon. There are many tall buildings, wide and flat streets, brilliant lights at night, and various social undertakings are booming. From a backward town of less than 4 square kilometers before the reform and opening up, it has become a county with an area of 19.06 square kilometers and a permanent population of more than 100000.
Shilu town was formed in April 2002 by the merger of the original taipo and Shilu towns, covering an area of 260.64 square kilometers. It has 11 village committees and 5 community neighborhood committees, including 4 urban community neighborhood committees and 1 rural neighborhood committee. There are 33 natural villages in the town, with a total population of 125000, including 21560 in rural areas. There are four grass-roots police stations, one Shilu school (including 10 primary schools) and one town level health center in the town. The grass-roots party organizations have 26 party branches (including 14 rural branches and 12 government and enterprise branches), with 853 party members. At present, there are 76 government cadres and workers (including 4 community neighborhood committees) supported by the town's finance, including 43 civil servants, 21 public service cadres (including cadres from 7 institutes and 8 stations) and 12 employees.
There are mining, cement, iron and steel, power generation, lead and zinc, building materials, ceramics, shipbuilding, chemical fertilizer, food and other industries in the town. There are 15 industrial and mining enterprises (the mine resources are exhausted now), 31 town run enterprises. The main agricultural products are rice, mango and vegetables.
The North tributary of Changhua river passes through the city from east to west. There is Shilu reservoir in the east of the town, and qichaling in the south of the town is the highest peak (874m above sea level). There are fengliushan waterfall, forbidden mining stele built during the reign of Emperor Qianlong of Qing Dynasty, and memorial to the dead miners.
Transportation advantages
As Chengguan Town, Shilu town has convenient transportation and obvious location advantages. Located in the western industrial corridor of Hainan, Shilu and taipo are planned to be two major groups of Changjiang Industrial Development Zone. In the south of Shilu Town, there is a freight train station, Shilu station, and in the north, there is a Guangdong Hainan railway station, Changjiang station, which mainly transports iron ore. There is a direct bus to Qiziwan station of Hainan West Ring Express Railway in the town, which is very convenient to travel.
Regional population
In the late Qing Dynasty, it was Dacun cave in Changhua County. In 1914, it belonged to Changjiang County. In 1935, it was assigned to the Fourth District of Baisha County. In 1952, it was assigned to the Second District of Dongfang County. In July 1958, Dongfang County withdrew the district and merged the township. In October 1958, Shilu people's commune was established. It has three districts and four farms. In December 1958, the three counties of Changgan, Dongfang and Baisha were merged into Dongfang County (then known as big county) and classified as Dongfang County. In 1959, Shilu and Bangxi communes were established. In August, the communes of Shilu, Chahe and qicha were analyzed. At the same time, communes and farms were separated. Shilu people's commune has six production brigades. In May 1961, Changjiang County was restored. In July 1964, the county government moved to Shilu, which was renamed Shilu town. In 1983, the name of Shilu town followed the social reform district. It has one neighborhood committee and three management areas. In July 2002, taipo town was merged into taipo town. In July of the same year, the shanzhugou village committee of the former shijitian town was put under the jurisdiction of Shilu town. The town governs 1 community, 4 neighborhood committees, 11 village committees and 1 vegetable farm.
There are Shilu community, Renmin South Road, Dongfeng Road, the first community, the second community, Chengbei community, honglinju community, Kuangshan community, Hebei community and Kuangjian community, and 11 village committees including baomei, Jixin, YAYING, Shuitou, kongche, schist, Jianling, Baotu, Xiangling, shanzhugou and Shuifu. There are 6 resident groups, 33 natural villages and 113 villages Village group.
At the end of 2011, the total population of the district was 96964, including 70068 urban permanent residents and 30000 floating population. In the total population, there are 47482 females, accounting for 49%; the birth rate is 6.0%, and the death rate is 2.9%. The natural growth rate of population is 3.1%. The maximum distance between East and West is 16.5 km, and the maximum distance between North and south is 17.3 km, with a total area of 260.64 square kilometers. The population density is 341 per square kilometer.
In addition, in October 2008, Hainan State Farms carried out institutional restructuring, and Hongtian farm was merged into Honglin farm. The field department is located in Shilu Town, formerly known as Chahe farm. In 1981, the field department was named because it was located in Honglin company of the former agricultural reclamation division. In 2014, Honglin farm was officially transferred to the people's Government of Changjiang Li Autonomous County for management. At the end of 2011, the total population of the district (including Hongtian) was more than 15000.
By the end of 2017, there were 60732 permanent residents.
Evolution of organizational system
The origin of the word "Shilu" can be traced back to 1782. At that time, people found copper ore on the surface of Dashan mountain, which was Malachite color, so it was named "shiluling", later known as "shiluling". In addition, there is another interesting story about the origin of Shilu Town: many years ago, the residents of the town said that the town had low GDP, small population, low education funds, inconvenient transportation, few tourist attractions, high temperature and poverty, so it would be a dead end to Shilu town. Therefore, "Shilu" and "dead road" are homophonic, and they have been handed down to this day.
Shilu town was established in 1964. It is located in the east of the county with an area of 188 square kilometers and a population of 64000. Shilu is the starting point of Sanya railway. It governs four village committees, namely Shuitou, baomei, YAYING and Jixin. In 2002, shanzhugou administrative village of Dapo Town, Shilu town and shiyutian town merged to establish Shilu town.

Dapo town is located in the north of Changjiang Li Autonomous County, 6 kilometers away from the county. Dapo commune was established in 1961, renamed taipo commune in 1981, divided into districts in 1983 and established a town in 1987.
