Tamen town
Tamen Town, located in the east coast of Qionghai City, Hainan Province, has an administrative area of 89.5 square kilometers and a population of 29000. It has jurisdiction over 14 administrative villages and 220 villager groups. Tanmen fishermen are the only unique group in the history of the world who continuously develop the southwest sand. Tanmen people have regarded Huangyan Island as their ancestral land. To defend Huangyan Island is not only a glory, but also a defense of their tradition.
According to the statistical data in 2018, the total social output value of tamen town is 3.974 billion yuan, of which the output value of the tertiary industry is 1.101 billion yuan, an increase of 14.6% year on year.
In October 2016, tamen town was selected as the first batch of small towns with Chinese characteristics. In October 2019, tamen town was selected as one of the "Top 1000 towns with comprehensive strength in China in 2019".
In July 2020, the National Patriotic Health Association decided to name tamen town as a national health Township in the period of 2017-2019.
Overview of the whole town
Tamen town is located in the east coast of Qionghai City, 20 kilometers away from the main urban area of Jiaji. It is surrounded by the sea in the East, Boao town in the south, Jiaji town in the West and Changpo town in the north. The town governs 14 administrative villages (including 5 coastal villages) and 220 villager groups.
The town focuses on agriculture, developing ocean fishing, cultivating prawn and abalone along the coast, planting pineapple, litchi, pepper, betel nut, coconut, off-season vegetables and rice, and shell processing is the main industry.
Traffic location
Land transportation
Tamen town is connected with Qionghai high-speed railway station and Boao high-speed railway station through the county road and S219 in the town. The distance is about 20 km, and the driving time is about 30 minutes. In addition, Qionghai bus station opens Township bus directly to tamen, and the driving time is about 30 minutes. There are about 22 trains from Qionghai and Boao high-speed railway stations to Sanya, Haikou and Meilan International Airport, and the driving time is 41 minutes to 60 minutes.
Hainan East Line Expressway has four entrances and exits in Qionghai, among which Dali, Wanshi and Daxi are closer to Tamen Town, which is 25 km away from Dali exit, 45 minutes by car; 26 km away from Wanshi exit, 45 minutes by car; 33 km away, 56 minutes by car.
After the completion of the tamen bridge, the connection between tamen town and Boao town will be more convenient. At the same time, Longwan port, the center of tamen town and Boao town will be connected.
Maritime traffic
There are two ports in Tamen Town, namely, tamen port and Longwan port. Among them, tamen port is a fishing port and Longwan port is a deep-water port.
Air traffic
In terms of aviation, tourists mainly enter Hainan Province through Haikou Meilan International Airport and Sanya Fenghuang International Airport. According to the 12th Five Year Plan of Qionghai City, Boao airport will be built. After the opening of the airport, it will take about 20 minutes for Boao airport to reach the central fishing port of tamen.
The planning area has initially formed a three-dimensional transportation network, with convenient transportation and strong accessibility.
Development overview
The town has 22900 mu of arable land and 49000 mu of forest land. It has Heshui Reservoir, the largest medium-sized reservoir in the city, with a total capacity of 31.4 million cubic meters, a maximum water surface area of 7.2 square kilometers and a total irrigated farmland area of 10636 mu; Longwan port, the only natural deep-water port in the east of Hainan, with a natural water depth of 12 meters, which can provide more than 200 10000 to 200000 ton deep-water berths; and tamen central fishing port, which was designated as a first-class fishing port by the Ministry of agriculture in 2009 It is one of the nearest ports to the Spratly Islands in Hainan Island, and also the logistics base for fishing vessels in the west, South, middle and the Dongsha Islands and the distribution and sales base for fish and cargo in deep sea. At present, the fishing port is being expanded. When it is completed, thousands of fishing boats can be moored. It will become a comprehensive modern fishing port economic zone integrating fishing boat supply, aquatic products circulation and processing, leisure and sightseeing.
Economic overview
In 2011, tamen town boldly adjusted its industrial structure, looked for new economic growth points, took deep and distant sea fishing production as the leader, paid great attention to tropical high-efficiency agriculture, promoted township enterprises and local processing industry, and promoted the healthy and stable development of the town's economy.
The annual GDP reached 876 million yuan, an increase of 10% over 2010, and the total agricultural output value (including fishery) was 781 million yuan, an increase of 10% over 2010. The total output value of township enterprises was 94.58 million yuan, an increase of 8% over 2010; the town's fiscal revenue was 10.36 million yuan, and the per capita productive net income of farmers was 5719 yuan.
Production area
The South China Sea, including Huangyan Island, is called "ancestral land" by local fishermen. It is a place where they live for generations. Fisherman Chen Zebo and his wife called Huangyan Island their second home. In addition to fishing near the sea, the fishermen in tamen town mainly carry out marine fishing activities in Huangyan Island.

Tam Mun port was designated as the first class fishing port by the Ministry of agriculture in 2004. It is one of the nearest ports to the Spratly Islands in Hainan Island, and also the base for the logistics of the fishing ground in the west, South, middle and the Dongsha Islands and the distribution and sales base for fish and goods in deep sea. In 2006, the central and local governments invested 50 million yuan to expand the national central port of tamen port, which can berth 1000 fishing boats.
Tamen town is famous for its seafood processing. The jiujipo Industrial Development Zone, built in 1998, has expanded from more than 30 processing factories to more than 80. The factory is mainly engaged in the processing of seashell crafts (jewelry necklaces) and shipbuilding. In addition to the domestic market, handicrafts are also exported to Southeast Asian countries and even Russia.
Fishing history
Tamen town is located in the eastern coast of Hainan Island. From the Ming Dynasty, even before the Ming Dynasty, the people of Tamen Town, including Huangyan Island, lived in the South China Sea. According to the historical records of the Han Dynasty, the marine agricultural tax was levied on Hainan fishermen at that time. The tax rate was 20%, and the tax was in kind.
That is to say, if fishermen capture five pearls, they have to pay one pearl as tax, but they don't have to pay the best quality. Instead, they choose "medium quality goods" and "one for every five"; but they don't tax ordinary seafood and fish, and the objects of tax are pearls and other valuables.
There are nearly 150 ships in the area, 60% to 70% of which have been to Huangyan Island, and 20 ships often go there. It is reported that the fishermen in tamen town go to sea mainly to catch Sumei, grouper, lobster, sea cucumber and other precious fish, shrimp and shellfish, rather than ordinary seafood. The precious seafood products mentioned above can only be found on the coral reefs in the South China Sea. For example, there are a lot of groupers and Sumei in the sea area near Huangyan Island, as well as abundant shellfish.
Fishermen attacked
According to the incomplete statistics of the Nanhai District Fisheries Administration Bureau of the Ministry of agriculture, from 1989 to 2010, there were more than 380 attacks, robberies, arrests and shootings of Chinese fishing boats and fishermen in Nansha waters by neighboring countries, involving more than 750 fishing boats and 11300 fishermen. Among them, 25 fishermen were killed or missing, 24 fishermen were injured, and more than 800 fishermen were arrested and sentenced.
According to an open data from the government of Tamen Town, Qionghai City, Hainan Province, incomplete statistics show that since 2000, there have been 117 cases of fishermen in the South China Sea who have been unreasonably chased, detained, robbed and armed attacked by neighboring countries. Five people have been shot dead, and 714 people have been unreasonably attacked and detained.
On April 13, 1989, when the ship "qiongqionghai 00224" was fishing near Zhongye island in Nansha, fishermen Huang Changbiao, Yu Yeyou and Yu yexuan were arrested by the Philippine army stationed on the island.
On March 4, 1995, a tamen fishing boat was detained near Xian'e reef in Nansha. 62 fishermen were detained in a 200 square meter cell of Palawan prison. In the next 10 months, the Philippine authorities held 28 public sessions to try fishermen for "illegal immigration".
On January 11, 1998, Chen Zebo, a fisherman fishing in the northern part of Huangyan Island, and more than 20 fishermen from another tamen fishing boat were detained by the Philippine side and detained at the Subic Bay coast police station. They were not released until May 6.
In May 1999, a fishing boat from tamen went to Huangyan Island. It was chased by a Philippine warship and sank. Eleven fishermen fell into the water. Fisherman Chen Zebo and two companions were seized by the Philippines and released in July.
On the evening of May 26, 2000, the fishing boat "qiongqionghai 01068" was shot by the Philippine Coast Guard submachine gun. The captain Fu Gongwu was punctured in the heart and died on the spot. The remaining seven fishermen were detained by the Philippine army to Palawan prison in Princess harbor.
In April 27, 2006, Chen Yichao, the fishing boat of Qiong Qionghai 03012, was attacked by an armed vessel in the South Bank of Spratly Islands. 4 fishermen were killed and 3 fishermen were injured. Two of them were seriously injured.
In these incidents, most of the protagonists are fishermen in Tanmen. It is no exaggeration to say that in recent decades, every fisherman's family in Tanmen has a male family member who died overseas because of being hijacked by a foreign country. Moreover, there are more than one or two families in each family, and even many families have been shut out because of this.

Chairman's visit
On the afternoon of April 8, 2013, general secretary Xi Jinping visited Qionghai, Hainan, and took the initiative to shake hands with the residents in the town of Tan men.
General secretary Xi Jinping also visited the marine militia company, and went to Qiong Qionghai 09045 fishing boat to chat with fishermen.
