The North tou Ying Township, a Fengning Manchu Autonomous County of Chengde City, Hebei Province, is located in the east of Fengning Manchu Autonomous County, east of Longgang County, Longhua County, Southeast of Longtan County, Manchu Township, Longnan County, South and Fengshan Town, West to West official village, North and northeast border with gujia Town, Longhua County, with a total area of 198.55 square kilometers, and by the end of 2018, the registered residence population is 754 Nine.

In October 1945, it belonged to shangguanying District of dongfengning county.
In January 1947, it belonged to zhengbeichuan District of Fengning County.
In May 1956, two townships, beitouying and dagoumen, were built.
In May 1958, dagoumen township was merged into beitouying township.
In January 1959, the township was withdrawn and merged into Fengshan commune.
In August 1961, Fengshan commune established beitouying commune.
In June 1984, the commune was abolished and beitouying township was rebuilt.
In July 1986, it was changed to beitouying Manchu Township.
In January 1989, it was restored to beitouying township.
