Xisha urban and rural area, belonging to Huai'an County, Zhangjiakou City, Hebei Province, is located in the west of the central part of Huai'an county. It is adjacent to Toubaihu town in the southeast, Huaian town in the south, Xiwanbao town in the west, chaigoupu town in the north, and liuditun town in the Northeast. It is 10.7 kilometers away from the people's Government of Huai'an County, with a total area of 85 square kilometers.
In 1949, the urban and rural areas of Xisha belonged to the four districts of Huai'an County; in 1984, it was changed from Xisha City commune to Xisha urban and rural area. By the end of 2018, the registered residence population of urban and rural areas in Xisha was 10316. As of June 2020, 11 administrative villages are under the jurisdiction of Xisha urban and rural areas, and the Township People's government is located in Xisha city village.
In 2018, there were 7 comprehensive stores or supermarkets with business area of more than 50 square meters in urban and rural areas of Xisha. On July 24, 2019, urban and rural areas of Xisha were selected into the list of national strong agricultural towns in 2019.
History of construction
In 1949, the urban and rural areas of Xisha belonged to the four districts of Huai'an county.
In 1956, Xisha was set up in urban and rural areas.

In 1962, it was separated from Huashan commune and established Xishacheng commune.
In 1984, it was changed from Xisha City commune to Xisha urban and rural commune.
