Guihuayuan Township

Guihuayuan township of Hongjiang District is located on both sides of Wushui River and Yuanjiang River. It is surrounded by the village in the shape of butterfly. It borders Hongjiang City in the East and North, Huitong in the West and south. Hongbai highway, S222 provincial road and County Road, runs through the whole area. With a total area of 69.6 square kilometers (2017), it has jurisdiction over 12 administrative villages, 1 neighborhood committee and 76 villager groups, with a total population of 15729 (2017), and a cultivated area of 550 hectares. Jurisdiction: guantuanxi community; 12 village committees: maotouyuan, Yousheng, junchong, nanmutian, guihuayuan, duibian, Honggao, Yuliang, Tiexi, Tantou, Chuanshan, taoliyuan.

In December 2015, according to the arrangement of the central, provincial and municipal government on the adjustment and reform of township division, guihuayuan township of Hongjiang District was abolished, and Changqing township of Hongjiang District was abolished. The two were merged to form a new guihuayuan township. The new township government is located in the original guihuayuan Township government, which governs 16 administrative villages and 1 neighborhood committee.

The main tasks of this meeting are: under the guidance of Deng Xiaoping Theory and the important thought of "Three Represents", fully implement the scientific outlook on development, conscientiously implement the spirit of the 17th National Congress of the Communist Party of China, the Fourth Plenary Session of the 17th CPC Central Committee and the central, provincial and municipal economic work conference, comprehensively summarize the work of township government in 2009, and arrange the work of township government in 2010, so as to achieve the goal of "great efforts in the new three years" "New leap forward" has a good start and a good start.
I. review of work in 2009 < br > 2009 is a very unusual year. In this year, we closely united and led the people of the whole Township, conscientiously implemented the scientific outlook on development, emancipated our minds, faced difficulties and overcome difficulties, successfully fought against the "7.25" catastrophic mountain torrent geological disaster, and the economy and social undertakings of the whole Township showed a good trend of sustained and healthy development.
This paper summarizes and reviews the work of the year, mainly in the following aspects: < br > (1) the flood fighting and disaster relief work has won an overall victory, and the work of resuming production and rebuilding homes is in-depth.
On July 25, 2009, the mountain torrent disaster was very fierce and intense, which caused heavy losses to people's lives and property in a very short period of time. In the face of disasters, we did not shrink back, quickly led the people of the whole township to unite as one, to actively participate in the disaster relief, and strive to minimize the losses of the victims.
First, the rescue work was rapid and timely. Danger is an order. After receiving the disaster information, the township party committee and government quickly launched the "emergency plan for public emergencies in guihuayuan township". The township party and government leaders arrived at the disaster site at 3:30 a.m. on July 25 and organized personnel to implement rescue work immediately. The "one-to-one" rescue method should be adopted for the casualties, the responsibility should be assigned to each person, and the matters after repair should be properly arranged.
Second, the rescue and resettlement work is proper. In order to solve the living difficulties of the disaster stricken people in time, the township party committee and government, under the leadership of the District Working Committee and Management Committee and the strong support and assistance of various departments directly under the District, have raised funds and materials in various ways to solve the urgent needs of the disaster stricken people. Two temporary relief resettlement sites were set up, with a total of more than 200 people resettled. Governor Zhou Qiang, Secretary Li Yilong of Huaihua Municipal Party committee, mayor Yi Pengfei, secretary Liu Zhiliang of Huaihua District Working Committee, director Zhou Zhengyu and other provincial, municipal and district leaders came to the resettlement sites for many times to visit the victims, understand the situation, guide the disaster relief work in our Township, and made a high evaluation of the resettlement work of the victims in our township. At the same time, we also provided more than 120000 yuan of consolation money, more than 70000 Jin of rice, more than 300 Jin of edible oil, more than 400 sets of quilts and more than 30 tents to the victims, ensuring that they have houses, food, clothes, water, covers and lighting. The disaster area is in good order, the mood of the victims is stable, and the disaster area has achieved "four noes": no criminal case, no petition case, no one going out for dinner, and no epidemic disease.
Third, the post disaster repair and reconstruction work was carried out under the guidance and help of the disaster relief team. First, most of the agricultural infrastructure has been restored after the disaster. According to statistics, 1011 mu of cultivated land has been restored, 42 mountain ponds have been restored, 15200 meters of channels have been restored, 8 rural safe drinking water projects have been restored, 1500 meters of river dams and dikes have been restored, 36000 square meters of river silt have been cleared, 62 rural biogas digesters have been restored, and all village roads have been dredged and repaired; secondly, the damaged houses have been repaired. According to statistics, 404 damaged houses in the township have been fully restored, including 97 rebuilt and 307 repaired. Liupantian new village, the only centralized resettlement site for disaster victims in our district, has been completed in half a year with the concern of leaders at all levels, especially under the specific guidance of leaders of the working team. Thirdly, agricultural production has recovered rapidly. According to statistics, the damaged paddy fields in the township have been compensated to varying degrees, with the compensation amount of more than 340000 yuan; more than 280 mu of corn and 470 mu of vegetables have been replanted. < br > due to strict deployment, effective organization and measures in place, the township has won a comprehensive victory in flood fighting and risk fighting, and achieved good results in the process of self rescue and home reconstruction after the disaster The achievements have effectively safeguarded the fundamental interests of the people in the disaster area and realized the long-term stability and rapid development of the whole township.
(2) we should continue to optimize the structure, expand the space for economic development, and increase farmers' income. < br > first of all, we always take reducing farmers' burden, increasing farmers' income, strengthening rural urban construction, and developing the tertiary industry as the ways to improve the rural attraction and support for farmers, and provide new growth points for rural economic development. In order to increase farmers' income, we strongly encourage farmers to engage in the tertiary industry in the form of intensive land or in the city, so as to reduce farmers' dependence on land and gradually standardize and marketize land leasing and transfer activities.
Secondly, we should increase the employment training for the transfer of rural surplus labor and export labor services in an orderly way. Over the past year, we have actively cooperated with the district labor and Employment Bureau to do a good job in free training, and strive to improve the quality of rural labor force and enhance the market competitiveness of rural labor force. In the whole year, 418 people were trained free of charge, and 1671 surplus labor were transported, which effectively promoted the increase of farmers' income.
Third, the industrialization process of animal husbandry in our township has been accelerated. In the past year, we have introduced a variety of high-quality animal husbandry varieties, which provides a strong guarantee for the development of improved breeds of livestock and poultry in the township. At the same time, we have established excellent livestock and poultry production bases in nanmutian village, Yuliang village, guihuayuan village, Tiexi village and other places with the township livestock and poultry products reform as the supporting point, and the emergence of Yang xiulong, Xiang Guifu, Yang Mingxing and other large farmers has promoted the rapid development of animal husbandry in our township.
(3) assuming power for the people, comprehensively promoting policies to benefit the people, and focusing on solving livelihood problems < br > first, rural infrastructure continues to be strengthened. Over the past year, we have paid close attention to practical work and strived to do practical things. First of all, the water destroyed rural roads are clean and tidy, and the appearance of the village has been significantly improved. The water damaged village roads in 12 villages of the township have been dredged and repaired. The 2.2km Village Road connected by the connecting line has also been hardened, which has changed the phenomenon of "mud on rainy days and ashes on sunny days" for villagers' travel, and provided convenience for villagers' flood control and transfer, agricultural production and life. Secondly, we won over 1.8 million yuan from the higher authorities for safe drinking water in rural areas, and solved the problem of safe drinking water for 3768 people in 942 households in seven villages, including nanmutian, guihuayuan, duibian, junchong, maotouyuan, Yousheng and Tiexi. Third, actively strive for more than 700000 yuan from the higher authorities to repair small-scale agricultural water projects such as Shantang. Fourth, the chepi river regulation planning project in Honggao village has been submitted to the provincial and municipal government for approval. It has entered the approval stage and is expected to start implementation after the Spring Festival in 2010.
Second, rural minimum living security and urban and rural medical assistance have made breakthroughs. Over the past year, we have conscientiously fulfilled the government's responsibilities, actively carried out rural social assistance and security work, and achieved good results. The first is to provide relief money and relief goods to the extremely poor households. At present, 317 people in 173 households enjoy the rural minimum living allowance, 158 people in 79 households enjoy the urban minimum living allowance, with a total of 448400 yuan of low living allowance, and 29 people enjoy the extremely poor relief funds and relief goods. Second, the "urban and rural medical assistance system of Hongjiang District" has been seriously implemented. There are 11 families and 17 people in the township who enjoy the urban and rural medical assistance fund of 231200 yuan, and 35 people enjoy the urban medical outpatient assistance fund. Third, we gave preferential treatment to the old demobilized soldiers and active servicemen. At present, there are 28 soldiers in active service in the township, and the preferential treatment fund for conscripts and the maintenance of military stability are all paid in full and on time; the medical subsidies and preferential treatment places for 25 demobilized soldiers in the township have been well solved and arranged.
Third, we should do our best to do a good job in the land acquisition and demolition of four key projects: the connecting line of Shaohuai and huaitong expressways in Hongjiang District, China Hongjiang World Buddhist Culture Expo Park, Hongjiang Industrial Park and the development of Chuanshan new area. While strictly implementing the land compensation standard, we operate sensibly, which not only protects the interests of the villagers, but also ensures the smooth progress of the project construction.
