Luyang town is the economic and cultural center in the northeast of Zhongfang County, 13 kilometers away from the center of Huaihua City.
It is adjacent to Huaqiao town in the northeast, Xinjian town in the southeast, Luyang forest farm in the south, Tuoyuan street and huangjin'ao town in Hecheng District in the West. The town governs 28 villages and 3 neighborhood committees with a total population of 39652 (2017).
