Tongmu Luoyao Township
Luoyao Township in Tongmu is a minority Township under the jurisdiction of Ningyuan County, Yongzhou City, Hunan Province. It is located in the northern mountain area of Ningyuan County, at the south foot of Yangming Mountain. It is adjacent to Majiang township of Shuangpai County in the north, huangtang Township in the East, qingshuiqiao town in the south, and shanglongpan village, the township government, is 45 km away from the county. With a total area of 69.02 square kilometers (2017), it governs seven administrative villages, namely shanglongpan, xialongpan, tongmuyuan, zhushanyuan, Shuangjiangkou, Xiaoyuan and Dayuan, with 46 villager groups and a population of 4549 (2017).

The township has a total area of 69.02 square kilometers (2017), 234 hectares of arable land, 4080 hectares of forest land, 4549 people (2017), and 1529 Yao people. The territory is low in the South and high in the north. There are three rivers, five kilometers away from Yonglian highway, with convenient transportation. The economy of the township is dominated by agriculture with abundant forest stock. The annual GDP of the township is 32.5 million yuan, and the annual fiscal revenue is 420000 yuan. there are 1 middle school, 6 primary schools and 5 medical institutions in the township. According to Lingling county annals, there used to be a Han King's hall at maokua, the source of Jiaoyuan River in the territory, where "green mountains and green bamboos sprout at four seasons". Now it is in disrepair and needs to be developed. Shi à NGL ó NGP á n à [shanglongpan] is named for its dragon like terrain, which is still in use today. The village committee is located in Laowu and has jurisdiction over 12 villager groups. It has a total area of 8.1 square kilometers, 52.7 hectares of arable land, 362 households and 1084 people. Xi à L ó NGP á n à [xialongpan] is located under the shanglongpan. The total area is 5.13 square kilometers, with 37.5 hectares of arable land, 113 households and 531 people. T ó NGM ù luॸwas named for its rich production of tung trees in the past. The village committee is located in tongmuluo and has jurisdiction over nine villager groups, namely gongjiadong, mianhuatian, tongmuluo, niutangling, fengmushan, Huangjia, pingshanling, yaoguping and yinyangluo. The total area is 12.6 square kilometers, with 37.2 hectares of arable land, 137 households and 532 people. Therefore, it is rich in Phyllostachys pubescens. The village committee is located in zhushanyuan and has jurisdiction over six villager groups, including taipingling, zhushanyuan, dawanling, chuluo and maokua. It has a total area of 11.2 square kilometers, 27 hectares of arable land, 108 households and 436 people. Shuangjiangkou is named because it is located at the intersection of Dayuan River and Xiaoyuan river. Village committee in Shuangjiangkou, under the jurisdiction of Maoluo, Shuangjiangkou, caoshalou three villager groups. The whole village is dominated by wood processing industry. The total area is 7 square kilometers, with 21.5 hectares of cultivated land, 86 households and 357 people. The village committee is located in Dayuan and has jurisdiction over six villager groups, namely Dayuan, huangshaluo, Tongshuang, Tongjiang, pingkuo and xikua. The total area is 12.2 square kilometers, with 29.5 hectares of cultivated land, 147 households and 585 people. [Xiaoyuan] Xi ǎ oyu á n is named because of the narrow mountains and the small source of river water. The village committee is located in Xiaoyuan and has jurisdiction over five villager groups, namely, Luoyang mountain, fengmucao, Pingluo, Xiaoyuan and shangmaoluo. The total area is 12.1 square kilometers, with 28.6 hectares of arable land, 207 households and 773 people.
Historical evolution
Luoyao Township in tongshui was founded in September 1984, formerly known as shanglongpan commune. The place names of townships are still used. At the beginning of liberation, it belonged to shanglongpan township. In 1958, it belonged to Xianfeng people's commune. In 1961, it was named shanglongpan commune after its residence. It has jurisdiction over Houping responsibility area of qingshuiqiao town and Tongmu Luoyao township. It was changed to township in 1983. In 1984, it was separated from shanglongpan Township and established Tongmu Luoyao township (belonging to baijiaping District). In 1995, it was withdrawn from the district and merged with the township.

Surrounded by mountains in the territory, the highest Luoyang mountain is 1025.6 meters above sea level, and the lowest tongmuluo mountain is 300 meters above sea level.
Infrastructure
There are three rivers running across the north and south of the territory, with large drop and flow, rich hydraulic resources, which are conducive to the development of small hydropower. There are one small (II) reservoir and one small (I) reservoir. Seven administrative villages have been connected with highways, and the highway from qingshuiqiao to Shuanglong reservoir has been oiled.

The township has 209 hectares of arable land and 0.046 hectares of per capita land, including 1830 mu of dry land and 1482 mu of paddy field. The mountainous area is 67178 hectares, and the forest area is 56333.33 hectares. The main resource of Tongmu Luoyao township is forest. The villagers mainly rely on bamboo and wood products. In the past three years, more than 3000 mu of farmland has been converted to forest. Five administrative villages in the mountainous area were rated as provincial poor villages in 2001. In the past three years, the township has done a lot of work around poverty alleviation and development, and the situation has greatly improved. there are more than ten kinds of high-quality timber forest species, such as fir, pine, catalpa, camphor, Toona sinensis, etc., several kinds of bamboos, such as Phyllostachys pubescens, Phyllostachys pubescens, Phyllostachys squarrosa, and so on, and dozens of precious medicinal materials, such as Eucommia ulmoides, Phellodendron amurense, Magnolia officinalis, Ginkgo biloba, Ligusticum chuanxiong, Fritillaria, etc. The economy is mainly based on the cultivation of medicinal materials and the processing of bamboo and wood. Eucommia ulmoides and Phellodendron amurense are planted for 200 hectares and Ginkgo biloba for 35 hectares in the township. There are more than 20 wood processing enterprises with more than 1000 employees and a net income of more than 1200 yuan per capita. In 2003, the total grain output was 2000 tons, the local GDP was 10.08 million yuan, the fiscal revenue was 220000 yuan, and the per capita net income of farmers was 1020 yuan.
Education and medical treatment
A central primary school and a middle school have been built. In 2003, there were 613 primary school students, 210 middle school students and 38 teaching staff. 95% of the school-age children in the township can go to school nearby. The problem of children's difficulty in reading in remote mountainous areas has been basically solved. Township health centers are equipped with corresponding outpatient and inpatient facilities, with 8 medical staff, and 3 village clinics are built in 3 remote villages. The situation of people's difficulty in seeking medical treatment has basically changed.
