Evolution of organizational system
Since the Tang Dynasty, Liyang sub district office has been the seat of the state, county, road, government, county and county government. System reform
1、 The objectives and basic principles of the reform.
Under the guidance of Deng Xiaoping theory, the important thought of "Three Represents" and the scientific outlook on development, we will thoroughly implement the spirit of the 18th National Congress of the Communist Party of China, the third and fourth plenary sessions of the 18th Central Committee of the Communist Party of China and the decision-making and deployment of the Party Central Committee and the State Council, adhere to the principle of full coverage, basic protection, multi-level and sustainable development, and focus on enhancing fairness, adapting to liquidity and ensuring sustainability, so as to reform the current work system of government organs and institutions We should gradually establish an endowment insurance system that is independent of government organs and institutions, has multiple sources of funds, multi-level security methods, and socialized management and service. The reform should follow the following basic principles: < br > (1) the combination of fairness and efficiency. It not only reflects the requirement of paying more attention to fairness in the redistribution of national income, but also reflects the difference in contributions between staff members. We should establish a mechanism linking treatment with payment, pay more for more and pay more for a long time, and improve the enthusiasm of units and employees to participate in insurance payment.
(2) rights correspond to obligations. The staff of government organs and institutions should fulfill the obligation of payment in accordance with the provisions of the state, enjoy the corresponding pension insurance benefits, and form a pension insurance financing and distribution mechanism with shared responsibilities and mutual assistance.
(3) the level of security should be in line with the level of economic development. Based on the basic national conditions of the primary stage of socialism, we should reasonably determine the level of financing and treatment of the basic old-age insurance, effectively guarantee the basic life of retirees, and promote the sustainable development of the basic old-age insurance system.
(4) linking the treatment level before and after the reform. Based on incremental reform, realize smooth transition. For those who have retired before the reform, they should maintain the existing treatment and participate in the future treatment adjustment; for those who have worked after the reform, they should establish a new mechanism to realize the reasonable convergence of treatment; for those who have worked before the reform and retired after the reform, they should adopt transitional measures to keep the treatment level unchanged.
(5) resolving prominent contradictions and ensuring sustainable development. We should make overall planning, make reasonable arrangements, act according to our ability, accurately grasp the pace and strength of the reform, first solve the prominent contradiction of the disunity of the basic old-age insurance system for urban employees, then combine the top-level design of the old-age insurance, adhere to the actuarial balance, and gradually improve the relevant systems and policies.
2、 The scope of the reform.
This decision is applicable to the units managed in accordance with the civil service law, the organs (units) managed with reference to the civil service law, public institutions and the staff within their establishment.
3、 The basic old-age insurance system that combines social overall planning with individual account shall be implemented.
The basic endowment insurance premium shall be jointly borne by units and individuals. The proportion of the basic endowment insurance premium paid by the unit (hereinafter referred to as the unit payment) is 20% of the total wage of the unit, and the proportion of the basic endowment insurance premium paid by the individual (hereinafter referred to as the individual payment) is 8% of the payment wage, which is withheld by the unit. According to the amount of 8% of the payment wage, the basic endowment insurance individual account is established, all of which are formed by individual payment. The part of individual wage exceeding 300% of the average wage of local on-the-job workers in the previous year shall not be included in the wage base of individual payment; if it is lower than 60% of the average wage of local on-the-job workers in the previous year, the wage base of individual payment shall be calculated according to 60% of the average wage of local on-the-job workers.
The amount stored in the personal account is only used for the pension of the staff, and shall not be withdrawn in advance. The interest shall be calculated according to the bookkeeping interest rate uniformly announced by the state every year, and the interest tax shall be exempted. If the insured person dies, the balance of personal account can be inherited according to law.
4、 We will reform the basic pension system.
After the implementation of this decision, those who have participated in the work and have accumulated 15 years of personal contribution will be given a basic pension monthly after retirement. Basic pension consists of basic pension and individual account pension. The monthly standard of basic pension at the time of retirement is based on the average value of the monthly average wage of the local employees in the previous year and the average monthly indexed payment wage of the employee himself. 1% of the payment will be paid every year. The monthly standard of personal account pension is the amount of personal account savings divided by the number of months. The number of months is determined according to the average life expectancy of urban population when I retire, my retirement age, interest and other factors (see the annex for details).
According to the principle of reasonable connection and smooth transition, those who have participated in work before the implementation of this decision and retired after the implementation of this decision and have accumulated 15 years of payment (including deemed payment years, the same below) will be given transitional pension on the basis of basic pension and individual account pension, and then according to the long and short deemed payment years. The specific measures shall be formulated and implemented by the Ministry of human resources and social security in conjunction with relevant departments.
For those who have reached the retirement age after the implementation of this decision but have accumulated less than 15 years of individual payment, the basic pension insurance relationship and basic pension calculation and payment shall be implemented in accordance with the provisions on the implementation of the social insurance law of the people's Republic of China (Order No. 13 of the Ministry of human resources and social security).
Those who have retired before the implementation of this decision shall continue to pay basic pension according to the original treatment standard stipulated by the state, and at the same time implement the basic pension adjustment measures.
Retired personnel of government organs and institutions shall still be paid retirement fees in accordance with the unified provisions of the state, and the relevant treatment shall be adjusted.
5、 Establish a normal adjustment mechanism for basic pension.
According to the wage growth and price changes of employees, we should make overall arrangements for the basic pension adjustment of retirees in government institutions and enterprises, gradually establish a normal adjustment mechanism of pension insurance benefits that takes into account all kinds of personnel, share the fruits of economic and social development, and ensure the basic life of retirees.
6、 Strengthen fund management and supervision.
Establish and improve the provincial overall planning of the basic endowment insurance fund; if the conditions are not available for the time being, the provincial fund adjustment system can be implemented first to clarify the responsibilities of the people's governments at all levels for collection, management and payment. The basic old-age insurance fund of government organs and institutions is set up separately and managed and used separately with the basic old-age insurance fund of enterprise employees. The fund shall be subject to strict budget management and be included in the special financial account of social security fund. The fund shall be managed in two lines: revenue and expenditure, and the fund shall be used exclusively. Strengthen fund supervision according to law to ensure fund safety.
7、 Do a good job in the transfer and continuation of endowment insurance relationship.
When the insured personnel flow between the government organs and institutions within the same scope of overall planning, only the pension insurance relationship is transferred, not the fund. When the insured personnel flow across the scope of overall planning or between government institutions and enterprises, while transferring the endowment insurance relationship, the amount of basic endowment insurance personal account savings will be transferred along with them, and the transfer fund will be calculated according to the total amount of 12% based on the actual payment salary of each year after the reform. If the insured payment is less than one year, the transfer fund will be calculated according to the actual payment months. After the transfer, the payment period of basic endowment insurance (including the deemed payment period) and the accumulated amount of personal account storage are calculated.
8、 Establish occupational pension system.
On the basis of participating in the basic endowment insurance, government organs and institutions shall establish occupational annuity for their staff. The unit shall pay 8% of the total wage of the unit, and the individual shall pay 4% of his own wage. After retirement, staff members receive occupational annuity treatment on a monthly basis. The specific measures for occupational annuity shall be formulated by the Ministry of human resources and social security and the Ministry of finance.
9、 Establish and improve the financing mechanism to ensure the pension payment.
Government organs and institutions and their staff shall pay the endowment insurance premium in full and on time according to the regulations. Social insurance collection institutions at all levels should strengthen the collection of funds and collect all accounts receivable. Governments at all levels should actively adjust and optimize the structure of financial expenditure, increase the investment in social security funds, ensure that the basic pension is paid in full and on time, and provide corresponding financial guarantee for the establishment of occupational pension system, so as to ensure the smooth progress of the reform of the pension insurance system in government institutions.
10、 Gradually implement social management services.
We will improve the level of social insurance management and service in government organs and institutions, generally issue nationwide unified social security cards, and socialize basic pension payments.
