Huangxing Town

Huangxing Town belongs to Changsha County, Hunan Province. In 2015, according to the township division adjustment plan of Changsha County, Huangxing Town and Ganshan town were incorporated into a system to establish Huangxing Town. As of 2017, the town has jurisdiction over 19 villages and 3 communities, with a total area of 157.11 square kilometers, 11 villages and 1 community, with a total population of 123469. The town has an area of 5km2 and a permanent population of 14400. The town people's government is stationed in jiejialing community (the former resident of Huangxing Town People's Government).

In the first half of 2010, Huangxing Town completed 258 million yuan of industrial output value, 371 million yuan of agricultural output value and 117 million yuan of investment.

Introduction to famous towns

Huangxing Town is located in the eastern suburb of Changsha City, the provincial capital, and on the Bank of Liuyang River. It is the hometown of Huang Xing, the founder of the 1911 Revolution, and Xu Guangda, the general general of the people's Republic of China. It is also one of the key towns for the construction of small towns in China, which has been inspected by General Secretary Hu Jintao.

Traffic conditions

Huangxing Town, surrounded by Liuyang River on three sides, is across the river from Changsha south station, where Wuhan Guangzhou high speed railway and Shanghai Kunming High Speed Railway meet in the West; Huanghua Airport is connected in the East; Huangjiang highway in the town has been connected with Xiangzhang road in the urban area through Huangxing bridge; Changsha Zhuzhou Expressway and new Third Ring Road have been opened to traffic in the town; Guangda station and Huangxing depot are the only stations of Changsha Metro Line 2 in Changsha County Guangda village in the town will continue to extend eastward through the light rail connection; Xingsha 105 road will pass through the town and reach Xingsha, Hongshan and other places. The East extension of Laodong road in urban area and the South extension of Huangxing Avenue in Xingsha urban area will be started within this year. Xiangfu road in urban area and East Fourth, sixth and tenth lines of Xingsha urban area will be extended to Huangxing Town. The crisscross urban road network will completely integrate Huangxing Town with Changsha City and Xingsha city.

Town planning

To build a modern market group of Huangxing and a distribution center of living logistics market in Changsha; to build a new eastern city of Changsha high-speed railway in the medium term, focusing on the development of business logistics, tourism and real estate; to build a central business district (CBD) of Changsha Zhuzhou Xiangtan two oriented society in the long term.

According to the master plan of Changsha City and Xingsha new town plan of Changsha County, Huangxing Town has entrusted Shenzhen new Moore company to carry out professional planning, and has made clear the general idea of building modern market cluster and building Changsha East high-speed railway new town. On the basis of new Moore's professional planning of modern market group, Hunan urban and rural planning and design consulting company was hired in May to formulate a 5000 mu modern market group control plan.

In the face of the coming urbanization process, Huangxing Town commissioned new Moore company to carry out the urban planning with the theme of ecological and livable, build Changsha East high-speed railway new town within 48 square kilometers of the Third Ring Road, and strive to build it into Changsha Zhuzhou Xiangtan business sub center. It is estimated that the population will reach 150000-200000 within 10 years. It is about 36 square kilometers away from the Third Ring Road, focusing on the construction of new countryside, vigorously supporting ecological agriculture and leisure agriculture, and developing characteristic tourism. Current economic situation

The agricultural economy of Huangxing Town is dominated by flowers, trees and vegetables. At present, there are more than 40000 mu of flowers and trees, more than 10 flower and tree cooperatives, and more than 20 new varieties of flowers and trees have been developed and cultivated. In 2009, the sales volume reached 250 million yuan. The vegetable planting area of the town is 21800 mu, and the multiple cropping area is 72700 mu. The annual vegetable production is 192000 tons, accounting for more than one third of the total vegetable supply in Changsha. In 2008, the export vegetable supply base was established, and more than 1000 tons of vegetables are sold to Hong Kong, Macao and Southeast Asian countries every year.

Huangxing Town is rich in tourism resources, including the neolithic ruins of moon mountain 4600 years ago, Longxi County 1050 years ago, and Huangxing's hometown which bears in mind the heroic act of "destroying the family and saving the country". Huangxing Town is a national agricultural tourism demonstration area, with 30 kilometers of Liuyang River scenic belt, 20000 mu vegetable planting base and 20 kilometers of green corridor of flowers and seedlings.

Adhering to the concept of sustainable development, Huangxing Town successively closed 18 chemical plants with serious pollution, postponed the introduction of industrial enterprises, and built a modern market group by "withdrawing the second and entering the third". It has successively introduced the projects of Shitai logistics Hunan home appliance logistics center, the overall relocation of Mawangdui agricultural products wholesale market and xiangyueyi fast moving consumer goods logistics. The total investment of Mawangdui agricultural products wholesale market relocation project is 1.7 billion yuan, with a total planned land area of 1700 mu, including 1000 mu for phase I. After the completion of the project, it will become a large-scale modern logistics hub for agricultural products supplying Changsha Zhuzhou Xiangtan and radiating central and southern China. The Hunan home appliance logistics center project of Changsha Shitai Logistics Co., Ltd., with a total investment of 1 billion yuan and an area of 800 mu, officially started construction in May this year. The project will be built into a home appliance distribution center based in Hunan, radiating south central China and even the whole country.

In 2006, the gross national product of Huangxing Town was 870 million yuan, the fiscal revenue was 9.83 million yuan, and the per capita disposable income was 6604 yuan. The urbanization level of Huangxing Town is 32%. All town level roads have been hardened, while village level roads have been basically hardened. The road area per capita is 9.8m2, and the road pavement rate in the built-up area is 100%. The town has no power outage all the year round, cable TV is connected to the county, the popularization rate of cable TV is 90%, the popularization rate of fixed telephone is 100%, and the per capita green area is 10m2. Huangxing Town's profound cultural heritage, rich human resources, comfortable ecological environment, beautiful natural scenery and good location advantages have laid a solid foundation for building a moderately prosperous society in an all-round way.

Environmental protection construction

In the early 1990s, Huangxing Town became the largest sulfuric acid production base in Asia, but the environmental pollution was serious. Chemical enterprises are the mainstay of the local economy, bringing annual financial revenue of more than 20 million yuan to Huangxing Town Government, transportation revenue of more than 10 million yuan to local transportation households, and working income of 10 million yuan to the common people. On the one hand, it is economic figures and fiscal revenue; on the other hand, it is serious pollution and disaster. At that time, the leaders of Changsha county formed two views: one was that economic development must pollute the environment, and some small pollution should be borne; the other was that economic development should not be carried out at the expense of the environment. At the end of 2002, all 13 chemical plants in Huangxing Town were closed. The ranking of township financial revenue in the county has been reduced from the top to the bottom. Changsha County has put forward the new development idea of building Huangxing Town into "the back garden of provincial capital city, the demonstration town of national small town construction, and the model point of ecological agriculture".

In 2004, the fiscal revenue of Huangxing Town recovered to 12 million yuan, and in 2007, the fiscal revenue can reach the level before the closure of enterprises. Yang Xiping, who took office in May 2002, took charge of the closure of polluting enterprises. Zhang Zhibiao's "Nongjiale" has a net income of more than 100000 yuan a year. In Lantian village where he works, 17 families have engaged in "Nongjiale", and the whole village has developed more than 3000 mu of flowers and seedlings. "The biggest enlightenment of the tortuous development of Huangxing Town is: we must take the road of coordinated development of economy and nature, so that we can get the support of the people."
